CASA Inspector – Ground Operations

The Role
We are seeking to fill one position that may be offered at either the ASR1 Inspector or ASR2 Senior Inspector level, depending on the skills, qualifications, and experience of the successful candidate and their ability to demonstrate this through the recruitment process.
As a member of CASA's Aviation Safety Regulation (ASR) team within the Aviation Technical Workforce (ATW), the successful applicant will contribute to CASA's regulatory oversight activities and operational priorities under the direction of a Manager and National Manager. The role works collaboratively within a team of inspectors and technical specialists to deliver outcomes aligned with CASA's strategic objectives and the National Oversight Plan (NOP).
An ASR1 Inspector operates under direction and guidance, undertaking inspection, assessment, and surveillance activities to ensure compliance with relevant aviation safety standards and regulatory requirements. The ASR1 is expected to apply sound technical knowledge, exercise good judgement, and contribute to team initiatives while continuing to develop expertise and independence in regulatory functions.
An ASR2 Senior Inspector initially works under limited guidance (whilst in training) with the goal to work autonomously, undertaking more complex and sensitive tasks that may have broader implications for CASA operations and stakeholders. The ASR2 will contribute to planning and prioritising team work programs, support the development of less experienced inspectors, and ensure high-quality outcomes in line with CASA's regulatory framework and philosophy.
Both levels may be required to work reasonable additional hours outside ordinary working hours, including weekends or public holidays, where operational needs arise. Any such additional hours will be compensated in accordance with CASA's Enterprise Agreement and associated supporting policy.
Ideal Candidate
The ASR1 Inspector (Ground Operations) is a professional role and operates under direction and guidance from more experienced colleagues, a Manager, and National Manager.
Key duties of the role include, but are not limited to:
- Demonstrated knowledge and skill in Ground Operations.
- Ability to develop and/or critically review ground operations operational processes and guidance material, assisting with the regulatory development process where required.
- Demonstrated knowledge in weight control and load planning
- Ability to work independently under guidance from a manager in accordance with established regulatory practices, operational needs, procedures, and assigned delegations.
- Ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge on matters where standards, policies and procedures may or may not cover the circumstances.
- Developed negotiation, facilitation, influencing and communication skills (written and verbal), to manage disparate views amongst stakeholders, including at a senior level.
- Demonstrated ability to actively engage in effective stakeholder management, including with regulated entities, on sensitive issues requiring conflict resolution within constrained time limits.
- A demonstrated ability to seek out diverse perspectives to identify opportunities and improvements.
- Understand aviation industry, civil aviation legislation, and relevant national and international aviation standards.
The ASR2 Senior Inspector (Ground Operations) is a professional role and operates under limited guidance from a Manager and National Manager. The position is expected to work with a higher degree of autonomy and undertake more complex or sensitive work that may have broader implications for CASA operations.
Key duties of the role include, but are not limited to:
- Demonstrated knowledge and skill in Ground Operations and demonstrated ability to acquire knowledge and skills in unfamiliar disciplines.
- Ability to develop and/or critically review ground operations operational processes and guidance material, assisting with the regulatory development process where required.
- Demonstrated knowledge in weight control and load planning
- Ability to work autonomously under limited direction from management in accordance with established regulatory practices, operational needs, procedures, and assigned delegations.
- Ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge on complex matters, and/or unusual matters where standards, policies and procedures may not always cover the circumstances.
- Well-developed negotiation, facilitation, influencing and communication skills (written and verbal), to manage disparate views amongst stakeholders, including at a senior level.
- Experience in coaching colleagues in the completion of work tasks to deliver outcomes or initiatives in complex environments, with the ability to assess emerging issues and trends which may impact on the achievement of outcomes, including developing work plans, allocating work and monitoring progress and outcomes.
- Demonstrated ability to actively engage in effective stakeholder management, including with regulated entities, on sensitive issues requiring conflict resolution within constrained time limits.
- A proven ability to seek out diverse perspectives to identify opportunities and improvements.
- In-depth understanding of aviation industry, civil aviation legislation, and relevant national and international aviation standards.
Qualifications, licences and experience ASR1 and ASR2
Mandatory
- 8+ years of appropriate experience in the role's discipline.
- Extensive experience holding operational responsibility involving the design and/or implementation of operational processes to meet aviation legislative requirements.
- Hold or be eligible to hold an Australian Security Identification Card
- ASR 1 - Understanding of Australia's Civil Aviation Act 1988 (the Act), and relevant CASRs and CARs, guidance materials and other legislation, or similar aviation regulatory regime.
- ASR 2 - In-depth understanding of Australia's Civil Aviation Act 1988 (the Act), and relevant CASRs and CARs, guidance materials and other legislation, or similar aviation regulatory regime.
The Division
The purpose of Regulatory Oversight Division (ROD) is to deliver upon our aviation safety obligations for the provision of surveillance and regulatory services to authorisation holders in an efficient and effective manner.
