About the role:

The Director, Health Service Performance Oversight provides senior leadership of a system-wide approach to health service performance leadership and coordination. Acting as a visible and trusted interface with Victorian hospitals and health services, the role leads strategic engagement on performance priorities and key agreements.

The role involves developing effective relationships with a range of internal and external stakeholders including health service Chief Executive Officers, health service executives and a range of program and policy areas within the department.

This position is responsible for establishing and leading the Health Service Performance Oversight unit, ensuring integration of performance assessments across domains, overseeing formal service assessment and tiering, and driving targeted improvement initiatives informed by data and productivity opportunities. It also leads the Accountability and Guidelines team to deliver the development, approval, and publication of major agreements and guidelines, and contributes to the longer-term strategic direction for future arrangements.

Key Role Responsibilities

Can you Demonstrate the following?

  • Provide strategic oversight of performance meetings, ensuring coordinated delivery, effective chairing, and follow-through on agreed outcomes
  • Lead the integration of performance assessments and issues across key domains and output areas to support a whole-of-system view
  • Coordinate responses to complex and multi-faceted performance, governance, and quality issues affecting hospitals and health services, ensuring alignment and strategic focus
  • Oversee the monitoring and analysis of service performance, including activity delivery, target setting, and the development of improvement strategies
  • Direct productivity-focused reviews to identify opportunities for system efficiency and improved outcomes
  • Provide leadership for the development and publication of major agreements and guidance materials, including annual priority statements and funding guidelines, embedding continuous improvement
  • Contribute to the design, implementation, and refinement of performance management operating models, protocols, and governance arrangements
  • Build and maintain strong, collaborative relationships with health services and internal stakeholders to support high-quality, safe, and financially sustainable care delivery

Qualifications / Specialist Expertise

Qualifications

  • An appropriate tertiary qualification in health, accounting, commerce, economics, political science, public administration or public policy. Post tertiary qualification in a relevant field would be advantageous.

Specialist Expertise

  • A high degree of understanding and knowledge of the Victorian health system, relevant departmental systems and environments and the ability to build increased capability in others.
  • Exceptional advisory, negotiation, communication and relationship building skills, with demonstrated capacity to work effectively within a politically sensitive context.
