The Opportunity
The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific-led, multi-donor initiative enhancing humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. As the GEDSI & Safeguarding Specialist, you will play a pivotal role in ensuring that humanitarian warehouse infrastructure is inclusive, climate and disaster resilient, and meets the needs of those most at risk.
You will work alongside locally engaged GEDSI & Safeguarding Officers to conduct GEDSI analysis, social safeguarding risk assessments, and develop contextually appropriate action plans. Your expertise will help shape warehouse solutions that are accountable, inclusive, and compliant with DFAT's international development and safeguarding policies.

Your Role
- Ensure PHWP ISU compliance with DFAT's international development, gender equality, and social safeguarding policies.
- Lead stakeholder consultations and community engagement for warehouse projects.
- Apply safeguarding risk assessment tools and develop robust risk management responses.
- Develop contextualised GEDSI Analysis and Action Plans and Safeguarding Plans for each partner country.
- Provide practical GEDSI and safeguarding advice to local contractors and the PHWP ISU team.
- Build the capacity of locally engaged officers through on-the-job training and skills development.
- Collaborate with PHWP ISU and SPC teams to ensure integration and consistency with broader program strategies.
- Contribute to monitoring, evaluation, and learning (MEL) and reporting on GEDSI and safeguarding.
About You
You are an experienced GEDSI & Safeguarding specialist with a strong track record in developing and implementing GEDSI and safeguarding plans, ideally in Pacific and/or Timor-Leste contexts. You bring a collaborative, capacity-building approach and a commitment to inclusive, safe, and effective humanitarian action.
You will possess:
- Significant experience (ideally at least seven years' experience) developing GEDSI and Safeguarding plans based on analysis and risk assessments.
- Experience coaching and mentoring local actors to comply with DFAT's GEDSI, Safeguarding, and Child Protection policies.
- Extensive knowledge of DFAT's compliance standards, including child protection, PSEAH, environmental protection, and health and safety.
- Excellent cross-cultural communication and interpersonal skills.
- Ability to work flexibly and respectfully in complex, cross-cultural, multi-stakeholder contexts.
- Strong capacity development skills and the ability to convey complex ideas clearly.
- Strategic thinking and the ability to drive the organisational safeguarding agenda.
