Executive Director Change Delivery and Enablement

Queensland Treasury Corporation (QTC) is seeking a dynamic and experienced Executive Director Change Delivery and Enablement to lead our enterprise change portfolio and project delivery function. This is a pivotal leadership role, responsible for driving strategic and operational improvement across the organisation.
As a key member of the Business Services Division leadership team, you will oversee QTC's change portfolio, lead cross-functional delivery teams, and manage the Project Management Office (PMO). You'll work closely with senior leaders, including the Executive Leadership Team and CEO, to ensure alignment with QTC's strategic priorities and foster a culture of innovation, continuous improvement and operational excellence.
Key Responsibilities
- Lead the development and execution of QTC's enterprise change portfolio and delivery roadmap.
- Collaborate with executive stakeholders to align change initiatives with strategic and operational goals.
- Oversee the PMO, ensuring effective governance, fit-for-purpose methodologies, and resource alignment.
- Drive successful delivery of cross-functional programs and projects across people, process, and technology.
- Identify and mitigate risks, and ensure delivery of measurable outcomes.
- Champion a culture of innovation, agility, and continuous improvement.
- Advise and participate in the Executive Change Committee, governing all change at QTC.
- 15 years' experience leading complex portfolios, programs, and projects.
- Deep expertise in portfolio and project management and organisational change, with a strong track record of delivering results in dynamic environments.
- Strategic thinker with strong business acumen and the ability to influence at all levels.
- Proven leadership of diverse, high-performing teams, including leading leaders.
- Experience presenting to boards and executive committees.
- Strong stakeholder engagement, communication, and problem-solving skills.
- Curiosity, authenticity and a bias to action.
- University degree in a relevant discipline (e.g., Business, IT, Change Management).
- Certifications in portfolio, program, project and/or change methodologies (e.g., MSP, PRINCE2, PROSCI).
- Postgraduate qualifications in a related field.
- Experience in the banking, finance, or government sectors highly regarded.
- Familiarity with digital transformation and technology-enabled change.
QTC is the central financing authority for the Queensland Government and provides financial resources and services for the State.
