About the Division
The Curriculum and Teaching Practice Division (CTPD) is responsible for developing and supporting schools to implement the department's teaching and learning policies and providing curriculum implementation guidance to Victorian government schools.
CTPD draws on contemporary research and practice evidence to develop evidence-based teaching and learning policy reforms, co-design and implement initiatives to support schools to deliver high-quality teaching programs. CTPD has primary responsibility for providing advice and implementation support to government schools to deliver the Victorian Curriculum.
CTPD has three branches:
Teaching and Learning
Literacy, Languages, the Arts and Humanities
Numeracy, STEM and Digital Learning.
Across these branches, the key functions include:
- Developing and communicating policies and guidance in areas such as curriculum planning, pedagogy, assessment and reporting, curriculum implementation (including languages education, Holocaust education, literacy instruction, mathematics and numeracy education), and artificial intelligence.
- Developing lesson plans and other classroom teaching and learning resources to support the implementation of departmental pedagogical settings and F-10 curriculum.
- Designing and delivering high-quality professional learning to build teachers' professional expertise in key pedagogical and curriculum areas.
- Developing and managing the Arc platform and implementing high-quality teaching and learning software.
About the Role
The Senior Analyst - Product Manager will help shape the future of Arc, the Department of Education's digital platform. Arc brings together thousands of teaching and learning resources, including Victorian Lesson Plans, professional learning and student events, and software guidance for schools. You will drive the product roadmap, translate business needs into technical requirements, and guide delivery of projects that enhance this vital platform for educators, students, and schools.
Working with the Product Owner, UX Lead, and stakeholders, you will balance business priorities with user needs to deliver practical, customer-focused solutions. This includes advising on UX, UI, and accessibility design, facilitating discovery workshops and overseeing usability testing and feedback reports.
Key responsibilities
- Define and execute the product roadmap.
- Facilitate workshops, map customer journeys, and oversee usability testing. Represent user needs through reports back to business units to ensure consumer-focused product design.
- Translate business needs into technical requirements and user stories.
- Manage product delivery activities within an Agile framework.

Desirable qualifications and experience
- Minimum 3 years' experience as a Product Manager or in a similar role, with a track record of managing all aspects of a product lifecycle.
- Demonstrated experience working on large or complex web platforms in a government or similarly regulated environment.
- Experience with Agile delivery, digital strategies, and product roadmaps.
- Proficiency in Figma and Jira, with hands-on UX design experience from wireframing to prototyping.
- Familiarity with Web Content Accessibility Guidelines (WCAG) and a commitment to inclusive design.
This is a full-time, fixed term opportunity until 30 June 2026.
