About the Network Design & Integration Group
Network Design & Integration is a Group within the Department of Transport and Planning, and works to deliver transport priorities through the development, delivery and maintenance of an integrated pipeline of projects supporting the Major Transport Infrastructure Program, plan Victoria's rail network, supports Road Safety for Victoria and Freight for Victoria.
Road Safety Victoria is a Division within the Department of Transport and Planning and is responsible for leading the Victorian Government to achieve Zero road fatalities by 2050.

About the Role
This is a Fixed Term, full-time position until 30/6/2026.
The Senior Road Safety Project & Policy Officer will be a highly motivated, responsive and valued member of the Road Safety Program. The role will report to the Road Safety Program Manager and lead the delivery of a Vehicle Safety policy. The role requires working cross-functionally with policy teams and subject matter experts to ensure policy development and industry engagement objectives are achieved effectively.
The candidate will be responsible for leading reporting, governance, financial and budgetary management, and stakeholder engagement activities. The role will require a high level of attention to detail, ensuring accuracy in the execution of all tasks and will ultimately be responsible for bringing the project together.
The role will be required to review evidence and develop a research-based policy by consulting and liaising with key industry and government stakeholders and collaborating across government departments. The candidate will also be required to draft policy briefings to senior management, other government departments including road safety partners, on issues related to the adoption of vehicle safety standards.
The ideal candidate will have a track record in delivering projects, engaging industry and achieving successful outcomes in road safety, public policy, public health or a related field.

Position Outcomes
The ideal candidate is required to provide project management expertise to the project. The candidate will be required to conduct policy development and review, undertake data analysis and engage industry to deliver the project.
The candidate's role will also include providing expert advice, monitoring project risks and supporting the team in delivering on road safety objectives.

Project delivery (Accomplished) - Translates strategies into programs or projects that enables achievement of outcomes require; Defines governance e.g. success measures, roles and responsibilities, progress monitoring) required to manage risks and maximise probability of success.
Policy Design and Development (Accomplished) - Formulates & communicates public policy options & recommendations; Develops a clear narrative for the policies and business cases including clear problem definition and objectives; Considers impact of policy to strategic plans, community needs, complementing programs and policies across the service.
Stakeholder Management (Accomplished) - Identifies issues in common for one or more clients or stakeholders and uses them to build mutually beneficial partnerships; Identifies and responds to stakeholder's underlying needs; Uses understanding of the stakeholder's organisational context to ensure outcomes are achieved.
Critical Thinking and Problem Solving (Applied)- Resolves issues through deep understanding or interpretation of existing guidelines. Where guidelines are not available, analyses ideas available and takes action through self, or in consultation with others to resolve problems. If required, determines additional information needed to make informed decisions. Applies critical thinking and problem-solving concepts in the right context.
Systems Thinking (Applied) - Assesses situations and identifies the best systems tools for analysing, understanding the system and addressing problems; Can apply system archetypes to identify common dynamics that appear in different situations; Identifies & understands the impact of particular courses of action on other parts of the organisation or more broadly.
Future focus (Applied)- Develops objectives that link to broader team and organisational objectives; Takes into account future aims and goals of the team and organisation in prioritising own and others' work. Integrates relevant technologies into own ways of working and supports others in this. Proactively stays up to date with best practice and leading developments relating to expertise and area of work.
In addition to the above the successful candidate will require to demonstrate flexibility and collaboration by adapting to changing priorities, responding quickly to change, and fostering cooperative teamwork across and beyond the organisation.
Qualifications and Experience
Mandatory
- Minimum 5 years of experience in project management and policy development, preferably in the road safety, public sector policy or related disciplines.
- Tertiary qualification in public policy, engineering or related field.
Desirable
- Proven ability to develop and maintain strong partnerships with key stakeholders.
- Demonstrated understanding in vehicle and /or road safety.
- Experience working in the public sector policy would be advantageous.
