Assistant Director Procurement

In ONI's Digital and Data Division, we design and deliver technology solutions and services that underpin ONI's day-to-day operations, as well as lead broader digital and data initiatives across the National Intelligence Community. We also develop solutions for accessing and analysing information and data that contributes to assessments and business intelligence for decision making customers.
The roleAs Assistant Director Procurement, you will provide specialist advice on complex, end-to-end procurement and contract management matters, ensuring compliance, value, and strategic alignment. You'll be a member of a small team overseeing the delivery of sensitive and highly detailed procurement projects - especially in the ICT space – and other work programs that support organisational priorities.
Key responsibilities include:- Provide support and advice on procurement processes, contracting options, market research, tendering activities, probity matters, and risk identification relating to procurement and contractual matters.
- Develop key procurement documentation, including Approach to Market artefacts, Statements of Requirements, evaluation plans and reports, approval documentation, contracts (including panel work order and contract variations) and contract management plans or strategies.
- Lead stakeholder engagement activities including business areas, central procurement area, legal, IT security advisors and vendors.
- Undertake research and analysis to maintain ONI's procurement instructions, guidelines and processes to ensure compliance with the Commonwealth Procurement Rules, policy and guidance.
- Drive contract management services, including tracking and monitoring contract terms and deliverables, and budgeting and financial management.
- Supervise an APS6 Procurement Officer.
Our ideal candidate will have:
- Proven ability to support all stages of the procurement lifecycle, from planning through to contract management.
- High attention to detail and a strong commitment to record keeping, compliance and probity.
- Strong stakeholder engagement and ability to engage effectively with internal stakeholders and external vendors.
- Excellent written and verbal communication skills, and organisational skills.
- Experience in managing and leading staff.
Desirable attributes:
- Certificate IV or equivalent in Government Procurement (highly desirable)
- Comprehensive understanding of the Commonwealth Procurement Rules and related legislation, policies and guidance (highly desirable)
- Experience in procurement and contract administration, preferably in a Commonwealth or government setting (desirable).
