Primary objective

Provide high-quality strategic advice on skills and workforce issues and opportunities affecting the Territory, ensuring alignment with the

needs of industry, businesses and individuals. Lead the development, implementation and evaluation of strategies and projects that

support the objectives of the Division and the Northern Territory Government.

Context statement

Skills NT contributes to a capable and skilled workforce that meets the Northern Territory's current and future needs by overseeing the

adult vocational education and training sector. The division delivers a range of responsive training programs aligned to industry needs and

focused on addressing current and emerging skills shortages across the Territory.

Key duties and responsibilities

1. Provide high quality evidence-based analysis and strategic advice across a range of national and Territory policy issues and programs

that impact on the Northern Territory's skills and workforce agenda.

2. Produce high-level briefings and correspondence including Ministerial briefings, Legislative Assembly briefs, Cabinet Submissions,

speech notes and research papers.

3. Drive strategic and innovative thinking to identify options and generate solutions to resolve complex issues and effectively manage

the unit's functions and maintain productive working relationships with internal and external stakeholders.

  1. Represent the department on cross agency, intergovernmental and national working groups to provide Northern Territory skills and

workforce context.

  1. Maintain working knowledge of current and emerging workforce trends, and the skills needs of industry, business and individuals; and

Inform negotiations, coordinate, monitor and report on national agreements.

Selection criteria

Essential

1. Highly developed written and oral communication skills to meet the requirements of a wide range of audiences to provide clear and

considered advice.

2. Highly developed organisational, interpersonal and leadership skills, with demonstrated high level judgement in responding to changing

situations and circumstances, setting priorities, meeting deadlines and producing work of a high standard – both individually and as a

team member/leader.

  1. Demonstrated high level experience in research, analytics and conceptual thinking to identify, evaluate and prioritise strategies and

policy in a complex and changing environment.

  1. Demonstrated high-level knowledge and experience in the vocational education and training sector at both the Northern Territory and

national levels, including an understanding of the unique political, social and cultural factors that influence the Territory's VET

environment.

  1. Demonstrated knowledge of the Northern Territory's labour market.
