About The Role
The Senior Project Engineer (Development) – Signals and Communications is responsible for delivering infrastructure projects within V/Line's Major Periodic Maintenance (MPM) Program, as part of the Annual Works Plan (AWP). The role focuses on planning and developing projects for signals and communications assets, ensuring compliance with V/Line's Service Level Agreement (SLA) obligations.

You will manage resources, schedules, budgets, and quality throughout the project lifecycle, meeting safety and risk requirements and driving process improvements for successful, on-time delivery. Projects may involve the creation, renewal, or upgrade of infrastructure, as well as supporting major maintenance packages.

Key accountabilities include:

  • Provide engineering and project management expertise for the MPM Program.
  • Ensure compliance, cost-effective solutions, and alignment with V/Line design processes.
  • Coordinate surveys, inspections, and prepare accurate designs, costings, and project briefs.
  • Manage allocated projects and work packages in line with V/Line Project Management methodology.
  • Develop and deliver project plans (e.g., Quality, Cost Control, OH&S, Environmental) within timeframes and budget.
  • Monitor progress, report monthly, and represent V/Line in external project meetings.
  • Obtain all required internal/external approvals, statutory permits, and safety sign-offs.
  • Identify operational risks, early works packages, and contribute to lessons learned workshops.
  • Coach and mentor team members to build capability and support continuous improvement.
  • Attend site visits as required.

About You
We are seeking a skilled and experienced Senior Project Engineer who is passionate about delivering signals and communications projects within the Major Periodic Maintenance (MPM) Program. You value safety, collaboration, and innovation, and you bring a strong focus on project development and risk management. You will effectively manage Signalling-related projects in accordance with the requirements of V/Line Project Governance and Management procedures.

Our ideal candidate will possess the following:

  • Minimum 5 years' experience in project work or demonstrated expertise in the design and delivery of rail projects or major heavy industry projects within a complex, cross-functional environment.
  • Proven rail industry experience with strong proficiency in signals and communications design, including estimating and costing.
  • Solid understanding and application of project and program management principles, methods, and techniques.
  • Ability to collaborate effectively with multiple stakeholders in a matrix environment.
  • Knowledge of Safety in Design (SiD) and compliance requirements.
  • Excellent planning, execution, leadership, adaptability, and problem-solving skills.
  • Proven experience in railway track maintenance and renewal, ensuring compliance with safety and operational requirements.
  • Demonstrated alignment with V/Line's values: responsiveness, integrity, impartiality, accountability, respect, leadership, and human rights.

Qualifications

  • Tertiary qualification in Engineering (Electrical, Electronic).
  • Valid Driver's Licence.

Desirable:

  • Formal qualifications in project management suitable for accreditation with the Australian Institute of Project Management (AIPM).
