Solution Architect
Solution Architects are responsible for the quality of solution architecture work across an organisation. They provide technical leadership in the design and implementation of systems and software to solve business problems.

Key Duties And Responsibilities
The Solutions Architect will work on a specific project of investigation and providing proposals for technical requirements to be captured within the Digital ID Data Standards to allow for private sector Identity Exchange Providers to integrate with the Australian Government Digital ID System. The review aims to test two data flows through the end-state system that enables bilateral data sharing between private sector and government entities.

The Solutions Architect is required to:

  • Provide analysis and options for the delivery of the private integration project for Digital ID that meets and/or exceeds policy and legislative requirements, by:
  • Identifying, developing and establishing technical integration requirements for entities to participate in AGDIS, including covering aspects such as trust management, communications protocols and consent alignment
  • Designing required technical features that entities must have to participate in the AGDIS including but not limited to how and what data must be structured to be transmitted across the AGDIS
  • Communicating with influence, especially when consulting with relevant ecosystems and stakeholders, including by effectively harnessing the most appropriate methods of communication
  • Applying, and implementing appropriate standards development methodologies, to test concepts and identify implementation and adoption issues early

As part of an integrated team, contribute to the development of Data Standards to enable positive implementation experiences for Digital ID, by:

  • Anticipating risks, especially with respect to information security, and addressing them quickly, and helping others to recognise them.
  • Encouraging stakeholders to work together and supporting cross-agency and cross-sectoral approaches to address issues and problems, especially during workshop participation.
  • Considering multiple perspectives when assessing the ramifications of key issues, and problems, as well as developing solutions with long-term viability for the Data Standards.
  • Managing and maintaining existing Data Standards, which need to be effectively prioritised and delivered within an environment of competing and dynamic expectations.

Provide the Chair, the DSB's Assistant Secretary, and other non-technical and technical stakeholders, with timely and high-quality advice, which reflects analysis of a broad range of issues, by:

  • Drawing upon knowledge and experience of security issues, best practice information security, and API design approaches.
  • Considering the longer-term implications of API and security design choices and work.
  • Considering emerging trends and identifying long-term opportunities.
  • Seeking to align Data Standards development activities with strategic priorities.
  • Understanding the Data Standards' current and potential future role within Australia.
  • Understanding the cultural, social, historical and political factors affecting the Data Standards; and using this knowledge to tailor appropriate approaches to issues.
  • Building capability though transferring knowledge and sharing expertise with relevant APS staff.

In providing the services, the Specified Personnel must maintain the reputation and integrity of the Data Standards Body, the Chair, Department of the Treasury, and the APS, by Complying with relevant policies and procedures as expected of, and by, Treasury employees, including:

  • The APS Code of Conduct
  • Treasury's Conflict of Interest Policy
  • Treasury's Information Governance Framework
  • Treasury's Physical Security Policy
  • Treasury's Information Security Policy
  • Treasury Fraud and Corruption Plan; and
  • Any other policy or procedure as the Treasury or the Data Standards Body may require.

If the Specified Personnel fails to comply with these requirements, the Specified Personnel or the Service Provider may be prevented from providing services in any future engagements.

The Service Provider must ensure that the Specified Personnel are briefed on these requirements ahead of commencement, and at intervals of not more than half-yearly for the remainder of the contract.

About The Project
To support the Chair in the creation and review of Data Standards, the DSB collectively research, consult on, develop, and draft Data Standards.

The Solutions Architect reports to the DSB's Digital ID Product Team Leader and is responsible to the DSB's Assistant Secretary for contributing to the Data Standards for Digital ID. The Solutions Architect will work on a specific project from initial analysis, proof of concept and pilot stages as required.

Primary areas of focus include modelling new requirements, to be set as technical standards, for Digital ID, and providing recommendations.

About The Organisation
The Data Standards Body (DSB) sits within the Digital Policy and Corporations Division in Treasury and supports the Data Standards Chair who is responsible for making the standards that are necessary for the effective operation of Australia's Digital ID System and the Consumer Data Right (CDR) regulatory frameworks. These Data Standards establish the mechanisms for the safe and secure exchange of data through informed consent. The Digital ID Act 2024 commenced 1 December 2024. The Australian Digital ID System provides individuals with secure, convenient, voluntary and inclusive ways to verify their identity for use in online transactions with government and businesses.

The Digital ID (AGDIS) Data Standards and Digital ID (Accreditation) Data Standards set the technical integration requirements for entities to participate in the AGDIS; the technical or design features that entities must have to participate in the AGDIS; and the standards for authentication and biometric testing.
