The Project Manager – Building Condition Assessment (BCA) is responsible for the end-to-end management of a large-scale, consultancy-led program to assess the condition and lifecycle profile of buildings across the university's multi-campus portfolio. This role will ensure accurate, timely and actionable insights are delivered to support operational, life cycle and capital investment planning, risk mitigation, and long-term asset stewardship.
You will lead the coordination between internal stakeholders (e.g. I&S, Campus Operations, Commercial Operations, Campus Planning, Faculties and Central Services), and external consultants (e.g. engineering firms, digital platforms), ensuring alignment with university strategic objectives, asset management frameworks, and software systems such as Brightly Asset Investment Planning (AIP) to deliver a comprehensive base of information and guidance to inform UQ's asset management practices into the future.
Duties and responsibilities include, but are not limited to:
Program Management:
Oversee the end-to-end delivery of site-wide building condition and lifecycle assessments, ensuring projects are completed on time, within budget, and to high-quality standards.
Manage consultant engagements—from procurement and contract administration to tracking deliverables and milestone payments—while maintaining accountability and compliance with WHS requirements.
Develop detailed project documentation, coordinate site access and stakeholder communications, and produce regular status reports with cash flow and program forecasts to support strategic decision-making.
Technical Oversight and Data Management:
Provide technical oversight to ensure consultant outputs align with university standards and frameworks such as IPWEA Practice Notes and VBIS asset coding.
Manage the accurate structuring, validation, and integration of inspection data into asset management systems like Brightly AIP and Archibus.
Lead the mapping of inspection findings to asset hierarchies, risk models, and capital planning forecasts to inform strategic investment decisions.
Ensure the consolidation and visibility of reports and data to support Property & Facilities (P&F) planning requirements.
Stakeholder Engagement:
Lead robust stakeholder engagement by establishing strong communication protocols and fostering relationships with complex clients and senior project stakeholders, involving close collaboration with various Property & Facilities (P&F) teams—including Campus Operations, Infrastructure and Sustainability, Campus Planning, and the PMO—as well as internal groups such as Faculties, Schools, Central Services, and Health, Safety and Wellness units to coordinate inspections and review outcomes.
Facilitate contractor and consultant meetings, ensuring clear agendas, accurate minutes, and effective action tracking. Support executive decision-making through the preparation of high-quality reports, briefing notes, and presentations for project gating and Infrastructure Funding Group (IFG) submissions.
Governance and Reporting:
Implement strong governance frameworks and maintain clear document control and project tracking systems to ensure transparency and accountability.
Produce regular cash flow and program forecasts, support the PMO in developing Gate 0–3 business cases with long-term capital expenditure planning and risk analysis, and provide validated data to the Asset Management Team for strategic scenario modelling.
Provide regular reporting to the Steering Committee on project progress, risks, and opportunities, while ensuring full compliance with university policies, procurement protocols, and endorsed project management methodologies throughout the lifecycle.

Essential:
Demonstrated experience in delivering complex asset-related consultancy projects within large organisations, preferably in education, health, or government sectors.
Proven ability to manage external consultants and contractors, including scoping, performance monitoring, and contract administration.
Strong understanding of asset management principles, including condition assessments, lifecycle costing, criticality frameworks, and risk modelling.
Demonstrated ability to interpret and critically analyse complex technical asset date and whole of life assessments.
Proficiency with relevant asset management tools and standards, including:
Brightly Asset Investment Planner (AIP), Archibus, SPM Assets or equivalent platforms.
IPWEA Practice Notes (e.g. PN1–PN8), ISO 55000.
VBIS asset coding and lifecycle planning methodologies.
Excellent project planning, scheduling, and coordination skills, with a track record of delivering outcomes on time and within scope.
Highly developed stakeholder engagement and communication skills, with the ability to influence and collaborate across diverse teams.
Advanced capability in documentation, reporting, and data-driven decision-making to support strategic planning and governance.
Desirable:
Tertiary qualifications in Project Management, Engineering, Asset Management or a related discipline.
Experience working within university, public sector, or asset-intensive infrastructure environments.
Familiarity with facilities management systems, digital transformation initiatives, and data governance practices in large portfolios.
The successful candidate may be required to complete a number of pre-employment checks, including: right to work in Australia.
