Regulatory Authority (ECRA) Regional Operations Team is recruiting a permanent manager. This role presents an exciting opportunity to be part of a team that directly supports the Director, Regional Operations and the Assessment
and Rating (A&R) Flying Squad.
About the Department of Education:
The Department of Education (DoE) sets the foundations for quality early learning experiences and delivers world class education services. The department also hosts the Early Childhood Regulatory Authority which is responsible for regulating early childhood education and care services.
Your Role:
- Support the Early Childhood Regulatory Authority by consistently and fairly applying relevant early childhood education and care (ECEC) legislation, standards, policies and guidelines in the regulation of the ECEC sector within the contexts of the Regulating for Quality policy and National Quality Framework.
- Develop and maintain collaborative working relationships with internal and external stakeholders including Regional Offices, Central Office Teams and ECEC providers and services to achieve regulatory outcomes.
The Manager, Regulation, reports to the Director, Regulation, in Regional Operations, Early Childhood Regulatory Authority, Early Childhood, Regulation and Communication.
Responsibilities include, but not limited to:
- Managing and leading assessment and rating squads, including providing support and guidance to officers; management of high-risk matters; management of testing; moderation of reports where appropriate; sampling reports; liaising with regional offices; and overseeing data entry.
- Providing high-level documentation including Ministerial responses, Regional Operations requests, briefs, project plans, reports and FOI requests.
- Leading project work as requested and representing Regional Operations in groups and communities of practice.
- Managing the implementation of consistent, transparent and robust regulatory practice in accordance with the principles of good administrative decision making and the ECEC legislation. This may be carried out through assessment and rating, monitoring, investigations and assessment of applications and notifications, as required.
- Making complex decisions and providing advice to senior management on regulatory issues while considering the legal and policy implications.
- Overseeing recommendations and decisions as well as providing high quality guidance and training to the team to ensure quality, defensibility and consistency.

About You:
The successful applicant will have the following qualities:
- Experience as a regulator or the ability to rapidly acquire knowledge of regulating the ECEC sector;
- Experience managing and leading teams;
- Ability to analyse evidence and create analysis;
- Well-developed management and leadership skills;
- A strong background in the assessment and rating of early childhood education and care services;
- Be highly organised, flexible, and able to manage competing priorities;
- Experience in preparation of accurate, well-written communication on a range of matters including Ministerial responses, requests for information, reports, briefs, and recommendations; and
- Experience in developing and maintaining positive working relationships with both internal staff and external stakeholders.
It will be highly desirable for any applicants to have successfully completed and passed the R4Q Skills Authorisation Test and national Authorised Officer Reliability Test within the last 12 months.
