The role

The NSW Government's Pre-Sale Finance Guarantee program is a bold new initiative designed to unlock housing supply by helping developers overcome financing barriers and progress viable residential projects. As part of a newly established team within the Department of Planning, Housing and Infrastructure, we have a unique opportunity to contribute to a high-impact program that's accelerating housing delivery across the state.

We're building this team from the ground up and are seeking a Senior Manager, Portfolio Management with deep expertise in financial analysis, developer assessment, and construction sector dynamics. In this subject matter expert role, you'll lead the assessment of complex applications, providing critical advice on developer credibility, capability, capacity, and project risk. Your insights will directly inform which projects are supported, making your contribution central to the program's success.

You'll help shape how the program is understood and adopted across the sector. This includes contributing to the development of operational procedures and supporting strategic communication efforts that build awareness, clarify participation criteria, and foster engagement with developers, lenders, and service providers.

What you will bring to the role

  • Demonstrated experience in stakeholder engagement, with the ability to build strong, collaborative relationships across developers, lenders, service providers, and government agencies.
  • Proven expertise in financial services, construction lending, or investment advisory, with a focus on portfolio and transaction management in property or infrastructure sectors.
  • Strong analytical skills to assess developer portfolios, financial accounts, and project viability, with the ability to provide clear, evidence-based recommendations.
  • Excellent communication skills, including the ability to translate complex financial and technical information into clear advice for diverse audiences.
  • High level of professional integrity, accountability, and attention to detail, with a proactive approach to problem-solving and risk management.
  • Adaptable and collaborative mindset, with the ability to contribute to operational procedures and strategic communication initiatives that support program understanding and stakeholder engagement.
