Job Description

Reporting to the WA General Manager - Rail Operations, the WA State Rail & Intermodal Manager leads SCT's Rail & Intermodal Division located in Forrestfield, Western Australia overseeing safety, compliance, service delivery, and productivity. The role focuses on building a capable, customer-focused team, maintaining fit-for-purpose infrastructure, and fostering a culture of safety and continuous improvement. Working closely with internal teams and external stakeholders, they ensure operational excellence and support the growth and commercial goals of SCT's rail business.

The day to day duties may include:

  • Lead WA Rail & Intermodal Operations to ensure safe, compliant, and efficient service delivery for internal and external logistics customers.
  • Develop and implement operational models, procedures, and infrastructure to support network performance and future growth.
  • Manage resources effectively, including workforce planning, rostering, asset deployment, and infrastructure maintenance to meet service requirements.
  • Provide strong leadership and performance management of managers and teams, fostering a high-performing, safety-first, and customer-focused culture.
  • Drive team capability through recruitment, coaching, training, and development initiatives.
  • Ensure compliance with all safety, environmental, and regulatory requirements including WHS, Rail Safety National Law, CoR, and fatigue management.
  • Lead incident management and investigations, maintain audit readiness, and promote proactive hazard identification and reporting.
  • Manage employee relations and lead or assist with industrial agreement negotiations with unions and staff representatives.
  • Monitor and report on operational and financial performance, KPIs, incidents, and improvement initiatives, driving efficiency and productivity.
  • Collaborate with stakeholders and act as escalation point, resolving service issues, supporting customer relationships, and contributing to business growth initiatives.

  • Qualifications & Certifications: Possession of a current WA C Class license, CAT3 medical, Safe Access to Rail Corridor; with desirable qualifications including ARC TAP Card, Certificate IV in Rail Operations or Training & Assessing, Diploma/Degree in Leadership, Management, or Supply Chain, and First Aid/CPR certification.
  • Industry Experience: Minimum 5 years in a similar role with proven experience in Intermodal and Rail Transport operations, including recruitment, team management, service delivery, and enterprise agreement negotiations.
  • Leadership & Strategic Capability: Demonstrated ability to recruit, develop and lead high-performance teams, manage organisational change, implement performance and safety improvement programs, and execute strategic and operational planning.
  • Technical & System Proficiency: Skilled in Microsoft Office, SAP or ERP systems, and incident investigation processes relevant to rail and intermodal operations.
  • Communication & Interpersonal Skills: Advanced communication, negotiation, numeracy, and interpersonal skills, with a strong ability to build internal and external relationships and collaborate effectively within teams.
  • Knowledge & Personal Attributes: Deep understanding of rail industry laws, safety regulations, and emerging technologies; process-driven with high emotional intelligence, professionalism, integrity, and a strong commitment to safety, compliance, and customer satisfaction.
