The Department of Transport and Planning oversees key planning, transport and land use policy decisions and management across the State. Investment and Technology is a Group within the Department of Transport and Planning and is responsible for delivering commercial and information technology services to drive high performance and improved commercial outcomes for the State.
Commercial Advisory is a Division within Investment and Technology, and works to plan for, design and lead major commercial transactions and deliver commercial and contract management services delivering innovative and value for money outcomes.
About the Role
This is a fixed term 5 year SES 1 contract
Reporting to the Executive Director, Commercial Advisory, the Director will play a critical role in leading the Department's management of major commercial partnerships, including public-private partnerships (PPPs) under the Partnerships Victoria framework. The role also carries responsibility for overseeing the State's obligations under the Project Development and Construction Management Act 1994 and the delivery of other significant State assets and capital projects. This position requires advanced commercial, financial, and strategic skills to manage complex arrangements and ensure robust governance.
A key focus of the role is to safeguard the State's investment in PPPs and other capital projects, ensuring they are commercially negotiated and managed to maximise economic value and operational outcomes. The Director will drive a culture of continuous improvement in contract management and governance, building team capability and embedding lessons learned to strengthen processes. As part of the Commercial Advisory executive team, the role will also contribute to enhancing the department's overall commercial capacity and capability.
Success in this role will depend on strong stakeholder engagement and leadership. The Director will work at senior levels across the department and its agencies, collaborate closely with central agencies and Ministers' offices, and partner with other departments. Externally, the role will engage with private sector partners to negotiate complex commercial issues and deliver mutually beneficial outcomes. The Director will also foster a high-performing, inclusive culture within their team, while actively role-modelling DTP's values.
