The Technical Business Analyst role will work with the Program WoW Program Manager within the Review and Appeals Unit.

As the Technical Business Analyst, you will bridge the gap between business needs and technical solutions across applications utilised within division. This role involves translating complex requirements into actionable specifications, driving process improvements, and supporting Agile delivery within a collaborative team environment.

As the Technical Business Analyst, you will have responsibility for the following:

Core Analytical and Business Skills

  • Problem-solving: Identifying operational challenges and devising effective, practical solutions.
  • Critical thinking: Analysing stakeholder requirements objectively and challenging assumptions to ensure genuine business needs are addressed.
  • Stakeholder engagement and communication: Strong verbal and written communication skills to gather requirements, facilitate discussions, and present findings clearly to both technical teams and business stakeholders.
  • Time management: Managing multiple projects and deadlines to ensure timely delivery of outcomes.
  • Business and industry awareness: Understanding the business context and industry landscape to develop relevant and effective solutions.

Technical Skills

  • Business process modelling: Proficiency in BPMN 2.0, UML Use Cases, and tools such as Microsoft Visio to map and analyse business and technical workflows.
  • Requirements management: Experience with tools like Jira or Confluence to capture, track, and manage requirements throughout the project lifecycle.
  • Data analysis and visualisation: Skills in SQL, Excel, and business intelligence tools such as Power BI or Tableau for extracting, manipulating, and presenting data insights.
  • Software development lifecycle (SDLC): Familiarity with Agile, DevOps, and traditional SDLC methodologies to collaborate effectively with development teams.
  • Technical documentation: Ability to write clear technical specifications, system integration documents, and test plans.
  • Programming knowledge: Basic to intermediate understanding of programming languages such as Python, R, or SQL to support data analysis and automation.
  • System analysis: Understanding system architecture, workflows, and integration points, often using UML and other modelling techniques.

Additional Valuable Skills

  • Research skills: Evaluating and recommending appropriate technology solutions aligned with business needs.
  • Project and workflow management: Managing technology deliverables, coordinating with IT teams, and improving business processes through automation and integration.
  • Software tools proficiency: Familiarity with SharePoint, Power Platform (including Power Automate), Jira, and other collaboration and project management tools.

Candidates are to address the following Evaluation Criteria (EC):Demonstrated Experience in Business Process Modelling and Requirements Analysis

  • Proven ability to use BPMN 2.0, UML Use Cases, and tools such as Microsoft Visio for mapping and analysing business and technical workflows.
  • Experience in eliciting, documenting, and managing business and technical requirements through workshops, interviews, and focus groups.

Proficiency in Technical Documentation and System Integration

  • Ability to write clear technical specifications, system integration documents, and test plans.
  • Experience supporting the full project development lifecycle, including system integration and technical validation testing.

Stakeholder Engagement and Communication Skills

  • Experience facilitating discussions, managing requirements traceability, and presenting findings to diverse audiences.
  • Strong verbal and written communication skills to effectively collaborate with both technical teams and business stakeholders.

Data Analysis and Familiarity with Modern Tools

  • Skills in data analysis and visualisation using SQL, Excel, and business intelligence tools such as Power BI or Tableau.
  • Proficiency with collaboration and project management tools, including SharePoint, Power Platform (Power Automate), and Jira.

Knowledge of Software Development Lifecycle (SDLC) and Project Management

  • Familiarity with SDLC methodologies (Agile, DevOps, Waterfall) and their application in technical solution delivery.
  • Experience managing technology deliverables, coordinating with IT teams, and ensuring alignment with organisational objectives and information management policies.
