About the role
As the
Manager, Group Protective Security
, you will lead the Protective Security Function across CitiPower, Powercor, and United Energy—three of Victoria's most critical electricity networks. This senior leadership role is central to shaping and executing the strategic agenda for protective security across the group.
You'll be responsible for the design, implementation, and governance of security operations, systems, services, and controls that safeguard people, assets, and operations. Your leadership will embed a strong security culture, proactively manage emerging risks, and ensure alignment with energy sector standards, regulatory frameworks, and national critical infrastructure requirements.
A key aspect of the role involves building trusted relationships with internal stakeholders at all levels and engaging externally with government agencies, law enforcement, industry peers, and critical infrastructure partners.
What you'll deliver:
- Develop and implement the Group Protective Security Strategy aligned to organisational risk, threat environment, regulatory obligations, and critical infrastructure protection requirements.
- Lead and manage a team of protective security specialists ensuring staff are engaged, motivated and demonstrate by way of their performance a positive security culture.
- Undertaken performance management of people and be an effective point of escalation for the team and wider business on issues of protective security nature or concern.
- Develop and implement key performance indicators (KPIs) and service metrics related to group protective security services and systems performance.
- Collaborate with stakeholders to understand and address current and emerging threats and risks, improving alignment between protective security capabilities and business needs, through effective reporting and analytics.
- Ensure compliance with relevant legislation including Security of Critical Infrastructure (SOCI) Act obligations.
- Lead protective security risk assessments across sites and functions, ensuring risks are identified, assessed and controls implemented.
- Oversee the operational readiness and performance of VPN / UE protective security infrastructure and personnel including Glen Waverley Security Control Room and Market Street Security/Concierge.
- Represent the Group in security forums with government agencies, energy sector partners, and national security bodies.
- Engage with internal stakeholders including Network Services, Facilities Management, Workplace Services, IT Cyber Security, Legal, Network Safety, People & Culture to integrate protective security practices across the business.
To succeed in the role, you'll have:
- Tertiary or recognised vocational qualifications in security risk management, criminal justice, emergency management or a related field.
- Extensive knowledge of risk management and protective security policy frameworks and standards. (ISO31000, HB167, ENA Doc 015:2022, PSPF, SOCI Act)
- Minimum 10 years' experience in a senior security management role, preferably within critical infrastructure or utilities will be considered extremely favourable but not mandatory.
- Minimum 10 years' experience in policing/law enforcement in an operational capacity including operational policing and/or criminal investigations will be considered favourably but is not mandatory.
- Proven ability to lead teams, influence stakeholders and deliver outcomes in complex environments.
- Familiarity with modern security technologies, data privacy, and system integration considerations.
- Exceptional communication, incident reporting, and stakeholder engagement skills.
- Experience in coordinating and managing emergency and security incidents, including timely escalation and follow-up.
- Sound understanding of commonly used protective security systems including Access Control, CCTV and Intrusion Detection will be advantageous.
