Primary objective

Provide high-level advice, oversight and coordination of complex research, data analysis, diagnostics and forecasting of school and system

improvement information and sharing of evidence into effective practice and practice into evidence.

Context statement

This position leads a small unit in the Performance and Improvement team that are responsible for enabling a system-wide, evidence-

based approach to school and system improvement design through identification and contextualisation of insights to facilitate school

improvement planning and agency business planning. The unit provide advice regarding improvement analytics, evidence and research

and conduct executive commissioned analysis to support the department's strategic direction.

Key duties and responsibilities

1. Lead a high performing team that are responsible for education research and evidence.

  1. Lead in-depth analysis of school and system improvement data and provide advice to senior managers to inform the delivery of the

Strategic Plan and inform school and system improvement planning.

  1. Provide high-level advice through monitoring data on holistic system performance, school improvement data insights including school

reviews, annual school improvement plans, explicit improvement agendas, and school perception data.

  1. Drive a performance culture within the agency, using data, evidence and research to identify insights that provide a focus for

improvement and allow monitoring and reporting on performance.

5. Provide high-level quality reports, infographics and dashboards to identify key insights and support the continuous school

improvement cycle.

6. Oversee analysis and reporting on agency Strategic Plan Measures.

7. Oversee the department research function ensuring best practice research, including analysis of trends and alignment with government

frameworks and international best practice.

  1. Lead and oversee special projects commissioned by the department Executive Board.

Selection criteria

Essential

1. Extensive experience in education system improvement, with advanced skills in research, process mapping, data analytics, data

modelling, and the development of strategic advice and information.

2. Strong technical expertise in education performance measurement, including best-practice data management, reporting and analysis,

with a proven ability to leverage data to foster a culture of performance and continuous improvement.

3. Demonstrated highly developed interpersonal skills with the ability to communicate with influence appropriate, meaningful and

accurate information, analysis and advice to a wide variety of audiences, both technical and non-technical, through complex reports,

dashboards and infographics.

  1. Demonstrated ability to network, build relationships and create strategic partnerships, to drive strategic improvement within and

across organisations and interact effectively with people from diverse cultures.

  1. High level of adaptability and flexibility including demonstrated ability to manage a team within a high pressure, rapidly evolving

environment.

Desirable

1. Tertiary graduate and post graduate qualifications in a field relevant to the responsibilities of the position.

2. Knowledge of education systems and the strategic direction and objectives of the Department of Education and Northern Territory

Government.
