About the Role

Bushfire response and planned burn decision-making rely on accurate and timely fire weather intelligence. CFA is seeking a specialist to provide expert advice and deliver an options paper that will guide the Victorian Predictive Services Group (Vic PSG) in selecting the most effective fire weather intelligence platform.

In this role, you will analyse Victoria's current and future fire weather intelligence needs—covering seasonal outlooks, readiness, response, and planned burns—and develop clear, authoritative recommendations. Your work will directly inform decisions on the best technology to enhance predictive services and strengthen CFA's and the sector's capability to protect communities and manage fire across the state.

In this role you will:

  • Analyse and synthesise complex fire weather and intelligence system requirements.
  • Provide expert advice to review fire behaviour systems for Victorian fire and land management agencies.
  • Lead stakeholder engagement to capture and validate business requirements for CFA and DEECA.
  • Ensure documentation reflects user needs, quality standards and long-term outcomes.
  • Develop an evaluation framework to compare system options against sector requirements.
  • Conduct a market scan and provide a shortlist of suitable technologies.
  • Produce an options analysis and recommendations report to guide Vic PSG decisions and future investment.
  • Manage risks and issues through structured monitoring and escalation

About You

Our ideal candidate will be able to demonstrate the following:

  • Extensive fire service or land use planning sector experience in a senior business analyst role.
  • Proven experience in synthesising complex technical information into requirements specifications, providing guidance and advice, creating documentation for technically complex systems requirements, with demonstrated delivery of successful business cases, options papers and other business analyst deliverables.
  • Demonstrated experience leading multi-agency stakeholder workshops and eliciting complex technical requirements to develop user requirements specifications, analyse systems options and provide recommendations on fit for purpose solutions.
  • Demonstrated experience developing evaluation and selection frameworks to allow comparison of complex system solutions against a User Requirements Specification.
  • Demonstrated experienced understanding nuanced and complex requirements from multi-agency stakeholders and managing competing and conflicting needs.
  • Demonstrated experience providing authoritative advice and recommendations on system solutions, including cost-benefits analysis.
  • Experience working on projects related to fire behaviour science systems.
  • Relevant tertiary qualification desirable but not essential.
