Reporting to the Digital Solutions Division (DSD) Finance Director, the Senior Contract Manager is responsible for managing and enhancing DSDs contract and vendor management capability. The Senior Contract Manager will provide effective contract and vendor management for the divisions labour hire & professional services vendor arrangements. This includes performance management, compliance, training, quality assurance, innovation, process improvement and financial management and reporting.

The role includes:

  • Building relationships with key vendors to ensure the smooth delivery of services.
  • Ensuring contract commercial outcomes are aligned with vendor obligations and the divisions broader priorities and objectives. Working in alignment with the divisions ways of working and broader organisational practices and standards.
  • Improving the effectiveness and efficiency of contract management and vendor management practices within the division.
  • Supporting the procurement of new services in collaboration with divisional and cross divisional stakeholders.
  • Monitoring and regularly reporting to management on the status of contracts, vendor performance, commercial/financial risk, issues, and actions as they arise.
The key duties of the position include:

Working under limited supervision, the EL1 Senior Contract Manager's duties and responsibilities may include:

  • Develop, execute and maintain Contract Management and Vendor Management Plans and assist in development of the division's commercial financial management framework.
  • Provide routine specialist contract management advice and customer support/guidance to business areas.
  • Develop and support the vendor performance framework and reporting tools.
  • Support business user compliance with contract & vendor management best practice.
  • Support business user self-help through training, education, guides, and templates.
  • Undertake market research and apply findings to manage and inform contract decisions.
  • Interpret contract requirements, terms and conditions to ensure that all parties understand and deliver on their responsibilities.
  • Comply with and advise on government procurement and contract management policies to drive value for money outcomes.
  • Perform other duties as directed.
Eligibility

Please note, under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency delegate has agreed, in writing.

This is a designated security assessed position. The successful candidate will have the ability to obtain and maintain a Baseline security clearance.

This selection process may be used to establish a merit pool. The pool might be accessed to fill ongoing and non-ongoing vacancies for similar roles in the Department over the next 18 months.
