The Housing Registrar
The role of Senior Regulation Analyst is located within the Office of the Housing Registrar. The Housing Registrar team is responsible for the regulation of the community housing sector in Victoria under the Housing Act 1983.
The Housing Registrar regulates Victoria's community housing sector by monitoring the performance and financial viability of registered agencies. The regulatory system helps to ensure that the sector is sustainable and meets the needs of renters. It also facilitates growth and development of the sector through targeted capability building.
The Victorian Government's $5.3 Billion Big Housing Build has generated significant interest from the not-for-profit and private sectors, including consortiums, joint ventures and public private partnerships.
About the role
Reporting to the Manager Regulation, you will be a senior member of the Housing Registrar team with clear autonomy over your work program. You will be the lead analyst for a portfolio of registered community housing agencies, providing expert, evidence-based advice.
You will be switching between deep analytical tasks-data analysis, regulatory reporting, and reform design-and strategic, cross-government initiatives. You will be engaging directly with agency boards and executives, tenants' representatives, and government partners to test evidence, explain expectations, and resolve issues. You will also be shaping regulatory reform projects and continuous improvement initiatives that lift sector performance and outcomes.
Key Selection Criteria
- The ability to autonomously deliver and influence desired outcomes in a complex stakeholder environment. Proven ability to build and maintain effective working relationships with a range of external and internal stakeholders.
- Strong financial regulatory, compliance or risk management expertise. Capacity to apply these skills to assess registrations, categorisations and ongoing compliance and monitoring activities.
- Sound analytical skills including using data to support and influence decision making.
- Excellent oral and written communication skills, evidenced by an ability to prepare clear advice and recommendations, using a range of information sources, including complex briefs and reports.
- Excellent influencing and negotiating skills to reach desired outcomes whilst balancing competing stakeholders' interests.
- Good project management skills to manage and deliver complex regulatory reform and joint government projects within timelines whilst managing competing workload.
Experience and qualifications
- More than 5 years relevant experience is required as is a relevant tertiary qualification.
