The Role
The acquisition of conventionally-armed, nuclear-powered submarines is an historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting edge nuclear-powered submarine program will transform Australia's economic and national security landscape for decades to come.

The Emergency preparedness response (EPR) team is responsible for the planning, development and delivery of Emergency preparedness response plans to the crew of Nuclear Powered submarines.
As the EL 1 – Deputy Director Emergency Planning Response (DDEPR) you will exercise a significant degree of independence and perform an important leadership role, provide support to the Director EPR team in managing the greater emergency preparedness response team.

DDEPR will be responsible for influencing and developing strategies, policies, priorities and operational practices in support of ASA and Defence objectives based on high-level decision making and judgement.
You will provide strategic advice to senior management and stakeholders as well as leading and assuming accountability for very complex work or work programs that have strategic, political or operational significance. The role of DDEPR will include managing and conducting training and assessments for emergency preparedness response.

As the learning and development manager, you will be responsible for drafting training, assessment and performance reports for the Director EPR and assisting in the development of realistic training scenarios for submarines.

This will require an in-depth knowledge of compliance with legislative frameworks, government decision-making and Defence's mission and policy requirements.This position has people management responsibility and as such, you will be required to exercise your people management skills and knowledge to lead a high performing and cohesive team.

This role will require periods of Overseas Training in the UK and/or USA, consisting of up to 4 periods of no more than 2 weeks in duration per year.

Our Ideal Candidate will be able to:

  • Assist the DEPR in leading organizational readiness, including:
  • Planning and executing complex training and evaluation events such as interactive workshops, tabletop exercises, ECC exercises, Functional Base Exercises, and Full-Scale DFES Exercises to support training and assessment requirements.
  • Monitor and report emergency preparedness response progress to DEPR
  • Manage the Nuclear Radiological Emergency Response Organisation (NERO) training plan and ensure it covers appropriate topics, including assisting the DEPR with developing, proposing, and coordinating the Area Commander's framework for training.
  • Coordinate the short and long-range scheduling and integration of training between HMAS Stirling NERO and outside support organisations.
  • Conduct assessments and Emergency Preparedness response readiness evaluations;
  • Monitor safety and operational EPR standards across the full range of submarine activities;
  • Provide feedback to DEPR on EPR training standards.
  • Provide leadership and strategic direction on learning and development activities.
  • Manage the EPR team under the direction of DEPR.
