About the Role
The Public Transport Authority (PTA) is seeking a skilled and experienced
Network Rules Development Manager
to join the
PTA Project Delivery division
, reporting to the
Project Director – High Capacity Signalling (HCS)
. Based in the Perth CBD, this role plays a key part in supporting the successful implementation of the High Capacity Signalling project (HCS) across the PTA rail network.
This position is responsible for the planning, development, coordination and implementation of Network Rules that align with the operational requirements of HCS. The role requires strong leadership, technical expertise, and collaboration across multiple teams to ensure readiness and compliance throughout the transition.
Key Responsibilities
- Network Rules Development
: Lead the planning and implementation of amendments to PTA's Network Rules to incorporate HCS requirements, ensuring alignment with standards, regulations, and internal policies. - Stakeholder Engagement
: Collaborate with internal teams including the Rail Safety Governance branch, Safeworking Manager, and the HCS Alliance to ensure Network Rules interface effectively with system operations. - Project Coordination
: Monitor project progress to ensure milestones are met within budget and timeframes, while providing strategic direction and technical advice to staff and contractors. - Organisational Readiness
: Support change impact assessments and readiness activities, ensuring a smooth transition to new operational procedures and the successful rollout of Network Rules training. - Risk and Issue Management
: Proactively identify and report risks or issues that may affect the success of the HCS Program, and contribute to broader program delivery efforts.
About You
To excel in this role, you should possess:
- Relevant tertiary qualification or significant experience in rail operations, with strong knowledge of Network Rules and their application in a digital signalling operational rail environment.
- Demonstrated experience in the development and implementation of network rules in an operational rail environment.
- Demonstrated experience in reviewing and updating network rules in an operational rail environment.
- Demonstrated experience in conducting risk assessments and implementing effective risk management strategies, particularly in relation to Network Rules.
- Working knowledge of public transport systems, including modern railway signalling and communication technologies such as Communication-based Train Control (CBTC) and European Train Control Systems (ETCS).
- Well-developed leadership capabilities, with a proactive approach to team building, motivation, and people management.
- Excellent communication and interpersonal skills, with the ability to influence stakeholders and develop innovative solutions to complex problems.

There is currently
one
fixed term opportunity available until
31 December 2031
with the possibility of renewal and/or permanency. This is a pool recruitment process where suitable applicants will be placed in a pool to fill similar vacancies both fixed term and permanent that may arise within the next 12 months.
