Organisational Profile

GEGAC is an Aboriginal Community Controlled Organisation based in Bairnsdale Victoria. Consisting of about 180 staff, GEGAC is a Not-for-Profit organisation that delivers holistic services in the areas of Primary Health, Social Services, Elders & Disability and Early Childhood Education.

GEGAC advocates for the self-determination of the Aboriginal community by prioritising services that enhance social, emotional, and spiritual wellbeing, with culture at the heart of everything we do.

Position Purpose

The Team Leader Housing Pathways and Tenancy Advocacy will operate under limited direction from the Senior Manager, Youth Services and Housing Pathways and undertake a range of functions following operational policies, practices, and guidelines.

This position will lead and support staff in the Housing Pathways unit and provide expert advice and assistance to the work areas of:


• Aboriginal Tenancy Support and Advocacy (ATSA)


• Aboriginal Private Rental Assistance Program (APRAP)


• Children Youth Resources (CYR)

The Team Leader Housing Pathways and Tenancy Advocacy is a dual role, providing direct line management to the APRAP and CYR Practitioners whilst also delivering the ATSA program.

The Aboriginal Tenancy Support and Advocacy (ATSA) program provides support to sustain tenancies, through case management, advocacy and advice to renters whose tenancy is at risk, represent and advocate at the Victorian Civil and Administrative Tribunal where necessary, and/or to assist new renters to establish a tenancy. Eligibility for referral into this program is Aboriginal renters living in social housing, including community and public housing.

The APRAP program provides professional, financial, and practical assistance to establish and maintain private rental tenancies for people who are homeless or at risk of homelessness as well as support those currently in private rental.

The CYR Program case manages families with children aged up to 12 years (with capacity to support up to age 18) who are at risk of becoming homeless, need assistance to remain in school, or to address other needs that may lead them to experience homelessness and hardship.

Key Selection Criteria


• A demonstrated interest and/or understanding of the Aboriginal community and local Aboriginal culture.


• Exercise responsibility, work independently providing specialist support to a range of programs and activities.


• Demonstrated ability to supervise, train, support and provide leadership to a staff team.


• Provide advise on matters of complexity within the work area and or specialist area.


• Ability to communicate information in a clear, concise, respectful, and culturally appropriate manner.


• Knowledge of the private rental market with an understanding of the barriers and challenges experienced by the program's target client group.


• Excellent customer service skills with proven capacity to engage and develop positive working relationships with people and stakeholders from a diverse range of backgrounds including program clients, colleagues, business, other organisations, and the wider community.


• Demonstrated capacity to maintain sensitive information, always maintain confidentiality and remain impartial.


• Knowledge and an understanding of the causes and impacts of homelessness and demonstrated skills in holistic assessment and referral.


• Demonstrated ability to work independently and to be self-motivated with strong time management and the ability to prioritise tasks.


• Experience in Microsoft Office computer packages.

Qualifications and Registrations Requirement (Essential or Desirable).


• Valid Victorian driver's licence ESSENTIAL


• Degree with substantial experience/post graduate qualifications or Diploma with substantial experience ESSENTIAL


• A satisfactory Working with Children Check and Fit2Work Police Check ESSENTIAL


• A person of Aboriginal and or Torres Strait Islander background DESIRABLE


• Proof of COVID-19 vaccinated to align with GEGAC requirements ESSENTIAL
