The Contracts Specialist is responsible for providing support to Contracts Manager in the administration of assigned contracts in accordance with General Dynamics Land Systems (GDLS) policies and procedures and specific contract requirements.
The Trade Compliance Specialist acts in the role of empowered official as delegated jointly by the Managing Director and the GDLS Global Trade Compliance Manager.
General Responsibilities
- Administer GDLS-Australia (GDLS-A) contracts as delegated by the Contracts Manager.
- Establish, maintain and amend assigned contracts and agreements in accordance with GDLS-A and corporate requirements.
- Prepare and coordinate CCPs and Proposals ready for authorisation in accordance with Company procedures.
- Participate in the development and negotiation of contract and sub-contract agreements.
- Defining how contracts will be managed based on their complexity and importance.
- Perform contract authorisation within delegated authority.
- Develop, establish and administer GDLS Intercompany Support Agreements
- Support the development and delivery of Contract based data deliverables to the customer in accordance with contract schedules.
- Ensure compliance with General Dynamics, customer and supplier confidentiality and security requirements including proposal authorisations.
- Perform administrative supervision of GDLS-A employees seconded to other General Dynamics business units under an ISA arrangement.
- Ensure compliance of GDLS-A to applicable Australian import/export trade regulations as well as those of the countries with which GDLS-A interacts, and specifically:
- Section 112 of the Customs Act 1901; the Customs (Prohibited Imports) Regulation E for tangible imports; and, the Defence Trade Controls Act 2012 for tangible and intangible exports
- U.S. International Traffic in Arms Regulations (ITAR)
U.S. Export Administration Regulations (EAR)
Oversee the implementation of licensing requirements by the organisation and act as the empowered official authorised to sign trade compliance applications and documents on behalf of GDLS-A
- Interpret and explain licensing requirements and regulations, and assist in resolving issues
- Provide guidance and clarifications and suggest alternative courses of action
- Develop import/export authorization strategies in support of GDLS-A operations
- Oversee internal review and of new Trade Compliance Agreements and Amendments; prepare and administer internal Trade Compliance delegations; and update/maintain database accordingly
- Develop and submit export permits to Australian Defence Exports
- Responsible for compliance to the Corporate Trade Compliance Policies and applicable departmental Import/Export regulations
- Develop import/export processes and procedures in support of GDLS-A operations
- Implement Technology Control Plans as required
- Monitor and self- assess GDLS-A in relation to trade compliance to ensure requirements are being met
- Perform visitor management including the review and approval of NDAs and visitor documentation
- Perform Trade Compliance training of GDLS-A personal as required
- Liaise with TCM departments in North America and overseas.
- Develop and maintain registers of information and databases including the management of soft and hard copy documentation and related archiving tasks.
- Gather and analyse complex data to recommend solutions to unusual/complex problems.
- Attend and contribute to weekly departmental meetings.
- Prepare and deliver presentations to management and customers, as required.
- Attend supplier and customer meetings as required.
- Maintain log for contract action items, update Program Risk Register and report status as directed.
- Prepare and report monthly contract status to organisation.
- Prepare monthly reports on budget, actual and forecast costs for ISAs.
- Provide reports to senior management on significant trade compliance issues as required.
- Comply with all GDLS-A Policies and Procedures, Processes and Work Instructions.
- Perform other duties and projects as assigned.
Qualifications
- High Level Degree, preferably in Business, Finance, Law, etc or other applicable studies
- MS Office skills, specifically Word, PowerPoint and Excel
- Demonstrated background and competencies in applying contract management practice.
- Basic knowledge of Trade Compliance Regulations and Principles and an understanding of Australian Defence Export Controls (DEC) framework
- Good interpersonal and communications skills.
- Demonstrated willingness to undertake self-development and accept additional responsibilities.
- Ability to take initiative.
- Ability to research and reach back to other GDLS Business Units and Commonwealth to obtain rationale for procurement demand.
- Excellent attention to detail.
- Ability to prepare and present analysis/presentations to GDLS Leadership and Commonwealth rationalising direction of procurement demand
- Multi-tasker.
- Ability to prioritise to workload and adapt to changing priorities.
- Good knowledge of contracting principles. (Desirable)
- Experience in a defence projects environment (Desirable)
- Ability to gain and maintain an Australian Defence Security Clearance (Desirable)
- Experience interpersonal, communication, and leadership skills, preferably within the Defence industry. (Desirable)
- Ability to read, learn and interpret contracts (Desirable)
- Ability to negotiate where required (Desirable)
