Our client is a major player in the Exploration & Production (E&P) sector with a strategically important liquefied natural gas (LNG) business and operations in Papua New Guinea. This role is based in a sensitive and challenging environment, with ongoing complexities related to the project, the country, security, and partnership context. The operations involve high challenges concerning Communities, Social & Economic, Biodiversity, and Environment impact assessment, impact management, and community development initiatives. Compliance with IFC Performance standards and lender group requirements is essential for all project-related activities.
Scope
The Monitoring & Evaluation (M&E) Specialist supports the effective implementation of Health, Safety, Sustainability & Environment (HSSE) management systems and comprehensive M&E frameworks. The goal is to support organizational objectives across Health & Safety, Environment, Biodiversity, Social Performance, and National Content. The position is based in the Port Moresby office, though periodic site field visits may be required. The role may also include temporary periods of acting as the Methods, Monitoring & Evaluation (MME) Manager during their absences.
Key Responsibilities
HSSE Methods, Management System, and Compliance
- Contribute to the design and implementation of procedures that comply with international standards, local legislation, IFC Performance Standards, industry best practices, and internal Company Rules.
- Coordinate HSSE documentation for the Company Management System.
- Co-administer databases (Synergi, Equis, Kobotoolbox, Weston Compliance & Borealis) and ensure user training.
- Support event investigations, ensuring lessons learned are implemented and shared (REX Coordinator role).
- Streamline and digitalize simple processes.
Monitoring & Evaluation: Data Collection, Reporting, and Evaluation
- Support the development of an integrated M&E vision covering health, safety, social performance, environment, and national content.
- Coordinate M&E activities to support decision-making, including:
- Developing comprehensive M&E frameworks with stakeholders to define relevant indicators, metrics, and data collection methodologies in line with IFC Standards.
- Developing accessible databases and dashboards for effective monitoring and reporting.
- Coordinating various reporting and budgeting exercises (e.g., Planet, JV, DPE, Budget, H&S).
- Directing the analysis of monitoring data to assess program effectiveness, synthesize findings into recommendations, and suggest synergies.
- Establishing KPIs and providing training and capacity building.
Planning, Budgeting, and Coordination
- Support the MME manager in preparing the Long-Term Plan (LTP) and yearly budgets.
- Provide mentoring and daily works flow supervision and direction to the local M&E team.
- Facilitate MME coordination meetings involving other HSSE units.
Stakeholder and Correspondence Management
- Oversee all HSSE correspondence with external stakeholders, including reception, archiving, responses, and timely delivery.
- Oversee/coordinate attendees for key stakeholder events in Port Moresby (POM) such as the Gulf Provincial Working Group (GPWG) and Community Lida Kibungs.
ILARF / NOLA Process
- Manage New ILARF registration with Quality Assurance / Quality Control (QA/QC).
- Track and coordinate the NOLA process with HSSE departments and project liaison for timely and efficient completion of Environmental and Social (E&S) requirements for issuing respective NOLA's.
- Coordinate completed NOLA documentation with QA/QC and manage the approval, issuing, and recording of approved NOLA's.
Qualifications
- Tertiary qualifications in Social or Environment Sciences or similar are preferred.
- Demonstrated relevant working experience with a proven track record in
- Project monitoring and evaluation, reporting, and audit processes.
- Sound knowledge of international E&S performance standards (IFC, Equator Principles, UNHCR Guiding principles) is preferred.
- Experience in fields such as: Stakeholder engagement, land access, resettlement, social investment, and project-induced in-migration.
- Community health safety and security.
- Community development, environment, ecosystem services, and biodiversity impact management (an advantage).
- High level English language proficiency and strong interpersonal and communication skills.
- Willingness and ability to engage and consult with the local workforce, with some exposure to rural communities in remote areas.
- Competent computer skills, including high proficiency in MS Word, Excel, and PowerPoint.
- Must be results-oriented with excellent time and team management.
- Demonstrated ability to work effectively and cope under pressure to deliver results within small multidisciplinary teams in challenging, developing country environments.
- Clear focus on managing progressive achievement of team tasks within agreed timeframes.
