Primary objective

Manage Department of Children and Families, Child Protection, Family Support and Out of Home Care service provision across the

Arnhem Region, ensuring professional standards and ongoing improvement by influencing recommendations to develop, implement and

evaluate the Agency's policies and procedures. Further effectively manage Departmental resources in accordance with relevant legislation.

Key duties and responsibilities

1. Provide effective leadership and resource management to work units across the Arafura and Arnhem Regions in accordance with

legislation, policies and procedures.

2. Manage change inclusive of the development and implementation of appropriate strategies to ensure an effective and efficient

transition.

  1. Manage operational statutory service delivery to achieve quality practice and compliance with legislative and policy requirements.

  2. Actively contribute to the development, implementation and review of business plans at a divisional, directorate and work unit level

to achieve the Agency's strategies and mitigate risks.

  1. Establish and maintain strategic alliances with government and non-government agencies at a local level to further shared agendas

and to optimise outcomes for clients.

6. Provide strategic expert written and verbal advice to the Executive Director, on complex issues to inform priorities and respond to

Agency, wider community and whole of sector agendas.

7. Provide high level support to the Executive Director in the effective leadership and coordination of emergency and recovery operations

in the event of an emergency.

Selection criteria

Essential

1. A degree of an Australian tertiary institution, which gives eligibility for membership of the Australian Community Workers Association,

the Australian Association of Social Workers, or the Australian Psychological Society, or equivalent OR Diploma of Child, Youth and

Family Intervention AND Vocational Graduate Certificate in Community Services Practice (Statutory Child Protection).

  1. Extensive experience in the delivery of statutory welfare services.
  2. Extensive experience in leadership and management inclusive of exercising financial and human resource delegations ensuring probity

and accountability in accordance with relevant legislation, policies and procedures.

4. Highly developed written communication skills in preparing executive correspondence inclusive of Ministerial, Chief Executive Officer

Memorandums and Newsflashes within a timely manner.

  1. Highly developed oral and interpersonal communication skills with the ability to engage, consult, negotiate and influence with a range

of internal and external stakeholders and clients from diverse backgrounds.

  1. Demonstrated ability to interpret and apply legislation, policies and procedures in a statutory setting inclusive of providing high level

feedback in consultation and evaluation phases.

  1. Demonstrated ability to think strategically, conceptually and innovatively inclusive of applying analytical and problem solving skills to

complex issues.

  1. Display personal drive and integrity inclusive of the ability to positively adapt to change and manage competing priorities

demonstrating resilience.

9. Current driver licence or ability to obtain.

Desirable

1. Relevant post-graduate qualification

2. Formal training or extensive experience in project management, program evaluation, strategic planning, negotiation and cross cultural

communication.

light aircraft and undertake travel including overnight stays.
