About the Branch

The branch administers the National Greenhouse and Energy Reporting scheme, the Safeguard Mechanism and will administer the Product Guarantee of Origin scheme when it commences in the second half of 2025.

The branch aims to:

  • ensure the efficient and effective administration of our schemes while working collaboratively across the agency to maximise the benefits of the new structure.
  • implement continuous improvements to our guidance, advice, information and systems and processes to reduce regulatory burden and administrative cost.
  • ensure compliance with scheme requirements by taking a risk-based approach to:
    • encouraging voluntary compliance, and
    • strengthening our response to non-compliance.
  • ensure greenhouse and energy data is accurate and accessible and meets data users' needs.
  • build and maintain an agile, capable, engaged and accountable workforce.

The branch is comprised of five sections, each with their own section business plans that demonstrate how they will contribute to divisional and branch priorities:

  • National Greenhouse and Energy Reporting Obligation Management
  • National Greenhouse and Energy Reporting Report Assessment and Publication
  • Safeguard Mechanism
  • Carbon Exchange & Unit and Certificate Register
  • Product Guarantee of Origin

About the Section

The Product Guarantee of Origin Section is responsible for establishing and administering the Product Guarantee of Origin, which will commence in the second half of 2025.

The Product Guarantee of Origin is a key component of the Australian Government's Guarantee of Origin (GO) scheme—a voluntary emissions accounting and verification framework designed to support Australia's transition to a low-emissions economy.

Product Guarantee of Origin certificates are a central feature of the Australian Government's Guarantee of Origin scheme. These digital certificates provide transparent, verifiable information about the origin and emissions profile of a product throughout its lifecycle—from production to transport and storage.

Initially focused on hydrogen production, the PGO framework will expand to include other low-emissions products such as green metals, renewable gases, and low-carbon liquid fuels. PGO certification will also underpin eligibility for government initiatives, including the Hydrogen HeadStart program, the Hydrogen Production Tax Incentive, and the Green Aluminium Production Credit.

The key duties of the position include:

Under broad direction, the Assistant Manager, Product Guarantee of Origin will:

  • Develop and implement stakeholder engagement and communication strategies in relation to Product Guarantee Origin to enhance partnerships and program delivery.
  • Lead, manage, and develop a high-performing team by setting clear objectives, providing strategic guidance, allocating resources effectively, and fostering collaboration to achieve strategic outcomes.
  • Oversee risk management, governance and legal coordination activities ensuring compliance with legislative and police frameworks in relation to Product Guarantee of Origin.
  • Conduct and review complex Product Guarantee of Origin assessments.
  • Contribute to the development and implementation of operational policy and procedures, ensuring alignment with Product Guarantee of Origin intent.
  • Apply comprehensive work knowledge, precedent and established legislation, policy, procedures and guidelines to situations involving a high level of complexity and sensitivity which require considerable interpretation and analysis.
  • Establish and implement improvements to processes and to meet agency objectives and compliance with legislative requirements.
  • Develop and implement operational policy and assist with IT streamlining and improvement processes.
  • Lead the preparation of briefing material and analytical reports for the Minister, senior executives and agency committees.
  • Support the section manager in achieving team deliverables, including the ability to act as the Manager of Product Guarantee of Origin when required.

Qualifications/Experience

Relevant tertiary qualifications (i.e. engineering, environmental science, chemistry) and experience in a regulatory environment are highly desirable, but not essential.

Eligibility

The Public Service Act 1999 requires all people joining the Australian Public Service to be Australian citizens.

If you are offered a role and do not already hold a security clearance at or above this level, you will need to undertake the security clearance process before you can commence employment. Any employment offer will be contingent upon obtaining this clearance.
