Program Controller

Join our Downer Professional Services team and play a key role in delivering complex defence and national security projects that safeguard Australia's future.

Downer Professional Services is comprised of two business units, our Technical, Advisory, and Capability consulting practice and Team Downer, a major service partner to Defence. Together, we are a

multi-disciplinary advisory and delivery partner of choice for our clients in Defence and National Security.

We currently have an opportunity for a Program Controller in Canberra to work on Space projects
.

What You'll Do

This role offers a broad scope, with key role responsibilities including:

• Project Execution and Oversight
  : Manage aspects of the JP9102 project under the direction of the Project Director and functional leads, including planning, scheduling, and estimating tasks to meet project requirements.

• Documentation and Governance
  : Prepare and review project management office plans, Gate 2 documentation, and supporting artefacts for procurement and contract negotiation processes.

• Tender Evaluation and Risk Management
  : Participate in Tender Evaluation Working Groups (TEWGs), conduct risk assessments, and provide expert advice to validate tender responses and mitigate project risks.

• Technical and Interface Development
  : Develop and update technical documentation, including system specifications and interface management plans for integration with Defence networks.

• Safety, Security, and Logistics Planning
  : Support safety and security program planning, ensure dependencies and FIC elements are addressed, and develop logistics support documentation for full lifecycle capability sustainment.

What You'll Bring

• Project Management
  : Demonstrated experience in CASG pre-Gate 1/Gate 2 projects, Defence Capability Life Cycle, and development of Gate 2 documentation including PES and IPMP.

• Tender and Contracting Expertise
  : Proven experience in Defence solicitation activities, including ASDEFCON tender development, evaluation, offer definition, and contract negotiations.

• Systems/SATCOM Engineering
  : Strong background in communications, systems, and software engineering, with desirable experience in SATCOM systems and spacecraft procurement support.

• Integrated Logistics Support (ILS)
  : Formal logistics competencies with Defence acquisition experience, including ILS planning, contractor program management, and technical regulation awareness.

• Commercial and Pricing Support
  : Skilled in Defence cost modelling, pricing analysis, and commercial drafting with attention to detail and ability to provide well-researched recommendations.

Due to the nature of the work, you are required to currently hold and maintain a minimum
Negative Vetting 1
or higher Security clearance as required by the Commonwealth. In some instances, compliance with
International Traffic in Arms Regulations (ITAR)
requirements may also be an inherent requirement.
