Primary objective
Provide strategic leadership to the Legal Services Unit while assisting in the implementation of the strategic objectives of the Northern
Territory Police Force. Drive improvements in the delivery of prosecution services. Design and manage the strategic legislative reform
projects that govern programs and services delivered by the Agency. Represent the Commissioner of Police in legal proceedings and
provide high level legal advice in both criminal and civil disciplines.
Key duties and responsibilities
1. Provide high level legal advice on matters impacting the agency and community safety.
2. Act as the representative of the Commissioner of Police in diverse legal proceedings, encompassing civil disciplines such as coronial
inquests, discrimination and privacy complaints, police tort claims, as well as internal disciplinary and appeal proceedings.
3. Lead the Police Prosecutions Division throughout the Northern Territory, driving initiatives to enhance the efficiency of the criminal
justice system.
4. Prepare and deliver ministerial briefs, cabinet submissions, discussion papers, and factual analyses with clarity, accuracy, and precision.
5. Develop and lead whole of agency legislative reform program in line with the strategic direction and priorities of the agency.
6. Foster collaborative relationships through engagement with interagency stakeholders and external partners, ensuring cohesion
between legal frameworks, operational practices, and organisational objectives.
7. Provide high level strategic advice and support to the Executive and Commissioner.
8. Organize workload and priorities effectively, employing efficient time management strategies to meet established deadlines and
objectives.
Selection criteria
Essential
1. Admission to practice as a legal practitioner of the Supreme Court of the Northern Territory or eligibility for such admission.
2. Demonstrated high-level experience in relevant areas of legal practice, including but not limited to, employment law and civil
procedures, showcasing a proven track record of success and proficiency.
3. Extensive knowledge of current criminal law and the rules of evidence, indicating a deep understanding of legal frameworks pertinent
to the role.
4. Excellent research, conceptual, and analytical skills, particularly in interpreting and applying both Commonwealth and Territory
legislation within the context of community safety.
5. Proven ability to provide concise legal advice promptly when required, as well as delivering comprehensive guidance on more complex
legal matters as appropriate.
- Capacity to manage a consistently busy workload efficiently while maintaining high-quality standards, showcasing effective
prioritisation skills.
7. Extensive managerial and mentoring experience, coupled with a commitment to skill development and staff advancement within the
organisation.
8. Excellent written and verbal communication abilities, with demonstrated proficiency in engaging with stakeholders at various levels,
including Ministers, Government, and CEO levels, as well as collaborating, influencing, and negotiating outcomes with Commonwealth,
State, and Territory Departments.
- Extensive knowledge of the Territory, the workings of government, and proven experience in liaison with Ministerial and senior public
service personnel.

1. Tertiary qualifications in Business Management.
