We're now offering a rare and exciting opportunity to join RAAFA as our Workforce Development Manager – a pivotal role in shaping the employee experience and building the future of our workforce.
About The Opportunity
Reporting to the Chief People Officer and supported by the broader People & Culture team, the Workforce Development Manager will lead the development, implementation and review of workforce capability strategies, programs and initiatives that enable RAAFA's people to thrive.
This role is central to bringing RAAFA's Employee Value Proposition to life, creating meaningful opportunities for growth, learning and engagement at every stage of the employee lifecycle.
You will work collaboratively across the organisation to deliver strategic and operational workforce solutions, while ensuring our learning and development frameworks reflect RAAFA's commitment to excellence in care and service.
Key Responsibilities
Leadership & People Development
- Lead and inspire the Workforce Development team to deliver responsive, high-quality services that enhance the employee experience and meet operational workforce needs.
- Partner with the People & Culture team to co-design and deliver people development programs that align with RAAFA's vision, values, and strategic objectives.
- Design, develop, and deliver purposeful workforce initiatives that enhance engagement, capability and retention across the employee lifecycle.
- Provide expert advice and coaching to leaders to strengthen performance management, succession planning and career development outcomes.
- Collaborate with HR and operational leaders to ensure workforce planning, talent acquisition and leadership development efforts are aligned and effective.
Learning, Training & Education
- Oversee the development, implementation and continuous improvement of RAAFA's Learning Management System (LMS) and talent management systems.
- Lead the design, delivery and evaluation of training programs that meet business, resident, customer and regulatory needs.
- Maintain training policies, processes and systems to ensure compliance and drive workforce capability.
- Provide insights and reports on training compliance and development trends using Power BI and other analytical tools.
- Build relationships with RTOs and tertiary institutions to provide cost-effective, quality education opportunities.
- Identify and coordinate government-funded programs and grants to support employee qualifications and professional growth.
Strategy, Systems & Continuous Improvement
- Work with the Chief People Officer to develop and deliver RAAFA's Workforce Development Strategy, aligned with RAAFA's Strategic Plan and organisational goals.
- Leverage workforce development initiatives to support organisational growth, diversification and innovation.
- Collect and analyse workforce and training data to inform decision-making, measure success and identify continuous improvement opportunities.
- Contribute to the review and improvement of People & Culture strategies, policies, and practices.
- Embed a culture of continuous learning and performance excellence that reflects RAAFA's values and enhances our reputation as a people-first employer.

Essential Qualifications & Experience
- Tertiary qualification in Human Resources, Organisational Development, Education or related discipline.
- Demonstrated experience in workforce capability, learning and development or organisational development roles.
- Strong understanding of workforce planning, training compliance and people development in human services or similar sectors.
- Ability to analyse workforce data to inform strategy and continuous improvement.
- Proven leadership experience with a collaborative, values-based approach.
- Excellent stakeholder engagement and communication skills.
- Current National Police Clearance and valid WA driver's licence.
