About the Ngaanyatjarra Council:
The Ngaanyatjarra Lands are managed by the Ngaanyatjarra Council Group, a wholly community-led entity that represents the interests of Traditional Owners (Yarnangu) who reside in the communities of Warburton, Irrunytju (Wingellina), Papulankutja (Blackstone), Mantamaru (Jameson), Warakurna, Tjirrkarli, Tjukurla, Wanarn, Kiwirrkurra, Patjarr and Pira Kata (Kanpa). Each of the Communities is an autonomous, separately incorporated body. Tjukurrpa (Dreamtime) is central to life in the Ngaanyatjarra Lands with Yarnangu having an unbroken connection to Tjukurrpa for more than 65,000 years.
Established in 1981, the Ngaanyatjarra Council Group (NCG) represents the interests of the Ngaanyatjarra People across the 11 communities in the Central Desert region of Western Australia. Employing in excess of 450 people, NCG provides a wide range of services, including health, utilities, construction, employment, community development, shops, roadhouses, art centres and land services. It is one of the largest and most successful Indigenous organisations in the country.

The Opportunity:
We are seeking a Remote Australia Employment Service (RAES) Manager to lead the Ngaanyatjarra Council's employment and community participation operations across the Ngaanyatjarra Lands. This service compliments the Remote Jobs and Economic Development (RJED) program of which the council is part of.
Previously known as the Community Development Program (CDP), RAES is a refreshed, community-focused model designed to create meaningful pathways to employment, training and participation for Yarnangu people.
This is a pivotal leadership role, overseeing program operations, connection, supervising staff across multiple locations, ensuring compliance with funding agreements, and driving sustainable outcomes that reflect the needs and aspirations of our communities.
This is a residential role based in the Ngaanyatjarra Lands, offering a unique opportunity to live and work in remote Aboriginal communities.
- Program Leadership: Oversee RAES and RJED delivery across the Lands, ensuring alignment with community priorities and Council goals.
- Compliance & Reporting: Meet funding agreement requirements, maintain accurate records, and achieve KPIs.
- Financial Oversight: Manage program budgets, monitor expenditure, and ensure sustainable operations.
- People Leadership: Lead, mentor and support RAES and RJED staff across multiple sites; foster a culturally safe workplace.
- Community Engagement: Build strong relationships with Elders, Traditional Owners, service providers and government stakeholders; co-design culturally relevant activities.
- Quality & Improvement: Monitor outcomes, evaluate effectiveness, and embed continuous improvement and WHS compliance.
About You:
- Demonstrated experience managing RAES/CDP or similar employment/community development contracts.
- Strong leadership skills with the ability to manage remote or multi-site teams.
- Experience working with Aboriginal communities; cultural sensitivity and commitment to community self-determination.
- Financial acumen, including managing budgets and resources effectively.
- Strong stakeholder engagement and communication skills.
- Ability to travel regularly and work in remote settings with resilience and adaptability.
- Relevant tertiary qualification in Community Development, Social Sciences, Business, or related discipline (desirable).
