Perth, Western Australia WA RETURN RECYCLE RENEW LTD Full time $80,000 - $120,000 per year

Local Government Association (LGA) Engagement Lead

At Western Australia Return Recycle Renew (WARRRL), we're proud to lead WA's Containers for Change program – a recycling movement that's transformed how our state sees waste. In just five years, we've saved 4.4 billion containers from landfill, doubled the container recovery rate from 33% to 66%, and built a diverse network of over 300 refund points creating jobs and opportunities across WA. To find out more please visit our website at

With the launch of our new strategic plan, we're looking for a dynamic, purpose-driven individual to join our Community and Partnerships team as our new LGA Engagement Lead.

The Opportunity

In this role you'll build strong, collaborative relationships with councils and WALGA, creating win-win outcomes that boost container recovery in public spaces, at events, and across council owned facilities.

Local governments are at the heart of community engagement. From leisure centres and libraries to local events and sports clubs, they hold the key to reaching people where they live, work, and play. This role is all about working in partnership to unlock that opportunity, helping councils champion Containers for Change (C4C) and embed best practice solutions that reduce waste and deliver impact.

About the role

Reporting to the Head of Community and Partnerships, some key responsibilities include:

  • Expand access points: Drive the rollout of donation baskets, small kiosks and Drop'n'Go solutions across council-managed spaces.
  • Embed Containers for Change at events: Work with LGAs to ensure C4C solutions are mandated in council event permits and provide best-practice guidance to organisers.
  • Champion community engagement: Encourage councils to promote Containers for Change to residents, workplaces, and community groups via newsletters, rates notices, and social media.
  • Build lasting partnerships: Develop strong, collaborative relationships with WALGA, LGAs, and key stakeholders, ensuring consistent messaging and mutual benefits.
  • Work cross-functionally: Partner with colleagues across Community & Partnerships, Brand & Marketing, and Business Development to align efforts across schools, charities, sports clubs, retail, hospitality, mining and more.
  • Track and report impact: Use CRM tools to record interactions, measure success, and build the case for continued growth.

This is a full-time opportunity, based in Subiaco.

About you

You're someone who knows how local government works, either from the inside, or through significant experience engaging with councils. You understand the levers to pull, the importance of patience and persistence, and how to create partnerships where everyone wins.

To be successful in this role you will have demonstrated experience and strengths in the following areas:

  • Proven experience working in or with local government.
  • Strong relationship management skills, you can engage senior decision-makers and grassroots stakeholders alike.
  • Organisational and project management skills and experience managing CRM/stakeholder databases.
  • A collaborative mindset - you love working across functions to achieve shared goals.
  • A track record of delivering measurable results in community engagement, waste, sustainability, or related fields.
