About the Opportunity
Opportunity knocks for an experienced Procurement Superintendent to work on a landmark APAC 'mega project', and at the greenfield stage. Offering the rare opportunity to be involved prior to production, and to be part of a highly-skilled team 'owning' all things Supply Chain and Procurement.
Working on an expat FIFO basis, from any global point of hire, you will oversee and elevate the procurement function and supply chain standards. The role is pivotal in ensuring all acquisition of goods and services is conducted in a timely, cost-effective, and compliant manner across a vast multinational operation, leading the development, implementation, and continuous improvement of procurement systems, fostering a culture of excellence from the ground up.

The Role
The Procurement Superintendent is a senior-level expatriate role responsible for providing strategic leadership and operational oversight of the entire end-to-end procurement function. This role ensures all acquisition of goods and services is conducted in a timely, cost-effective, and compliant manner. The Superintendent drives excellence in supplier management, contract negotiation, strategic sourcing, and financial efficiency, with a specific focus on governance, risk mitigation, and implementing global best practices within a large-scale mining environment.

Strategic Planning & Leadership
- Develop, implement, and govern advanced procurement strategies that are innovative, cost-effective, and critically aligned with the organization's overarching strategic and financial objectives.
- Provide leadership for the Procurement team, setting performance goals and ensuring high-quality execution.
- Monitor, control, and report on the procurement KPIs, driving long-term savings and maximizing efficiency across the supply chain.
Operational Oversight & Compliance
- Oversee and ensure the timely, compliant, and cost-effective execution of all procurement cycles, including the approval of high-value purchase orders.
- Direct the functionality, performance, and integrity of supply chain IT systems (SAP S4HANA, SAP Ariba).
- Lead comprehensive risk assessments related to major contracts and vendor agreements, developing mitigation strategies for supply continuity.
- Collaborate with the Legal and Complaince departments to finalize complex vendor contracts and ensure strict adherence to all legal, regulatory, and corporate compliance requirements.
Sourcing & Vendor Management
- Lead and participate in high-stakes negotiations with strategic, international, and local suppliers/vendors to secure the most favorable contractual terms, including pricing, credit terms, and service-level agreements.
- Cultivate and maintain strong, long-term relationships with strategic global suppliers.
- Oversee the process to review, evaluate, and update existing high-value supplier contracts to ensure continuous operational feasibility and compliance.
- Maintain a special focus on local content and regional development goals, by identifying and onboarding reliable local suppliers and vendors from regions such as Chagai and Balochistan.
Reporting & Technical Alignment
- Ensure technical alignment of all procurement activities with operational needs, particularly concerning complex mining-related machinery, equipment, and critical spare parts.
- Prepare detailed, accurate, and high-level procurement reports and dashboards for senior management review and strategic decision-making.
Qualifications and Experience Education:
- A minimum of a Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field.
- Certification: Professional Certifications (e.g., CIPS, CPSM) are highly advantageous and preferred.
Experience:
- Experience: A minimum of 10 years' progressive experience in high-volume, strategic procurement operations is essential, including a minimum of 5 years in a key supply chain leadership role.
- Sector Background: Extensive experience in large-scale, complex project-based environments such as mining, energy, or heavy manufacturing sectors is required. Mining industry experience will be an added advantage.
- Specific Skills: Deep experience in managing full purchase cycles, high-level supplier communications, and contract execution is essential.
Skills and Capabilities:
- Software Proficiency: Expert proficiency in supply chain enterprise software, specifically Oracle, SAP Ariba, and/or Envision.
- Technical Knowledge: Advanced knowledge of procurement best practices, contract law, and global sourcing strategies. Detailed knowledge of mining-related procurement is a significant advantage.
- Leadership: Demonstrated ability to lead, mentor, and develop a high-performing team (Direct Reports: Procurement Specialists).
- Analytical Skills: Superior analytical, financial modeling, and strategic problem-solving skills.
- Communication: Exceptional verbal and written communication skills, with the ability to negotiate and present complex information to executive leadership.
- Execution: Highly developed ability to manage and prioritize multiple, complex procurement cycles concurrently, with an intense focus on detail and accuracy.
