The role
Are you passionate about leading change and making a real impact? As Principal Change Manager, you will take the lead on end-to-end change management for ICT projects—developing strategies that encourage adoption, reduce resistance, and help the department realise the full benefits of its digital initiatives. You will work closely with stakeholders, plan and deliver change activities, and provide expert advice to keep projects on track and aligned with business goals.
You will be hands-on in scoping, planning, and consulting on projects, assessing change impacts, and building strong partnerships to support service delivery. Your role will also involve developing and implementing change strategies, engaging stakeholders through digital and in-person channels, and providing practical solutions to emerging challenges—all while representing stakeholder interests and supporting strategic goals

What you will bring to the role
- Experience managing complex ICT projects with multiple stakeholders and overlapping organisational changes.
- Ability to navigate shifting priorities and deliver high-quality outcomes under tight deadlines.
- Strong decision-making skills and autonomy in managing work priorities and workloads.
- Advanced capability to influence, negotiate, and build consensus among diverse groups.
- Proven skills in planning, prioritising, and adapting to changing circumstances.
- Adept at using technology to maximise efficiencies and ensure compliance with cyber security and information management requirements.
Key knowledge and experience
- Experience and knowledge of change management principles and methodologies (e.g. PROSCI) or similar
- Demonstrated experience with project management approaches, tools and phases of the project lifecycle
Essential requirements
- Change Management certification (e.g. Prosci) or relevant experience in a complex and regulated environment
