Primary objective

The Administrator of Contracting Systems is responsible for delivering analytical reporting, education, driving continuous improvement, and

overseeing compliance, assurance, and contract management system administration. This role is also responsible for providing high level advice

and support to ensure contractual compliance with financial and procurement frameworks, including the reconciliation and broad analysis of

departmental commitments and centralised strategic outcomes.

The Contract Services Unit supports effective procurement and grant management by delivering governance, performance monitoring, and

contract services that enable collaborative, community-focused programs and services for Territorians.

Key duties and responsibilities

1. Develop, implement, and manage grant and contract performance reporting, ensuring compliance with legislative, financial, and policy

frameworks, and provide strategic and operational advice to contract managers and executive.

2. Initiate and provide high-quality guidance, training, and reporting to staff at all levels regarding contract management, including policy,

procedures and the suitable use of systems, data and processes whilst ensuring compliance with relevant legislation, departmental policy, and

delegations.

  1. Analyse and evaluate performance and financial data from an array of systems and information sources with intent to submit

recommendations in support of continuous improvement to systemic practices and procedures, including service delivery strategies to

streamline contract management across the department.

  1. Contribute to departmental policy reform, procedural content, and executive reporting including briefings and submissions, relating to

procurement and grant contracts.

  1. Provide holistic systems administration for procurement and grant management platforms (e.g. GrantsNT and Trax), and advocate for

enhancements that improve reporting, monitoring, and compliance. Represent the department in meetings and forums.

  1. Develop and maintain strong working relationships with a wide range of stakeholders, including program areas, other government entities,

and external service providers.

Selection criteria

Essential

1. Established understanding of contract system administration methodologies applied within large organisations, including the organisational

or operational structure, access controls, reporting capabilities, governance, and linkage to associated finance systems for financial

reconciliation and performance monitoring.

  1. Well-developed strategic, research, conceptual and analytical skills with the ability to understand complex issues and interpret legislation

aligned to grant and/or procurement management and strategic outcomes.

  1. Solid understanding of financial and contractual administration, including the ability to interpret an array of data, for input to executive

briefings and reports.

  1. Proven organisational and project management skills, with the ability to manage competing priorities, meet deadlines, and respond effectively

to change.

  1. Well-developed knowledge of a range of computer software, including Microsoft Project (or similar), use of databases, spreadsheets, email,

internet, electronic messaging services and other commonly used office administration software.

  1. Ability to effectively communicate, mediate and negotiate with internal and external stakeholders, using initiative towards problem solving

with a client focussed approach.

Desirable

1. Diploma, Degree or Post Graduate Certificate or equivalent experience in a related field.
