About Us
IntoWork Australia is a not-for-profit organisation and the leading provider of Employment, Skills & Education, and Support services. Since 1983, we've been creating Vibrant Futures for individuals, businesses, and communities. With over 2,600 staff across 200+ locations in Australia and New Zealand, we partner with governments, employers, and industries to deliver services that make a real difference. Our shared values—Collaboration, Courage, Innovation, Integrity, and Respect—guide everything we do.
About the Role
We're seeking a
Human Resources Compliance Manager
to join our Scarborough, QLD team in a hybrid capacity. The official title for this position is
National Rates Manager
, but we've chosen a SEEK-friendly title to better reflect the nature of the role.
This is a unique role combining
industrial relations compliance
with
commercial quoting
for our group training segment. When a host employer wants to take on an apprentice or trainee, you'll determine:
- Which award applies
- The correct pay schedule and classification
- How allowances, leave entitlements, and conditions impact cost
From there, you'll build a
charge-out model
that covers wages, statutory obligations, and commercial margins for the duration of the placement.
While modern awards and EBAs list pay rates, they're complex and constantly changing. Each award has multiple classifications, allowances, and conditions that vary by industry and state. EBAs often override these rules, and host employers have unique requirements. Your job is to interpret these frameworks and translate them into usable rate structures for quoting, invoicing, and payroll integration—ensuring compliance and consistency across a national workforce.
Key Responsibilities
- Interpret modern awards and EBAs to determine correct pay structures
- Develop and maintain accurate pay rates for apprentices and trainees
- Create labour hire rates for the AES stream
- Build commercial charge-out models for group training placements
- Conduct audits and update rates annually
- Provide expert advice on pay and conditions under HR, IR, and ER frameworks
- Work autonomously while collaborating with managers and consultants
About You
- Strong HR/IR/ER knowledge with award interpretation experience
- Background in rate creation and compliance (not just payroll processing)
- Understanding of EBAs and modern awards
- Commercial acumen for quoting and pricing models
- Excellent attention to detail and stakeholder engagement skills
- HR or IR/ER qualification preferred
- Knowledge of Rates Calc system (highly regarded)
- 3–5 years' experience in a similar role
You'll also need to maintain:
- A satisfactory National Police Check
- A valid Working with Children Check (Employment status)
Benefits
- Salary: $110K–$120K + super (negotiable)
- Hybrid working arrangements
- Professional development opportunities
- A supportive, values-driven culture
- The chance to make a meaningful impact in apprenticeships and employment services across Australia and New Zealand
Apply Now
If you're ready to take on a role where your expertise in IR/ER compliance and commercial quoting will directly contribute to shaping Vibrant Futures, we'd love to hear from you.
