Primary objective
Manage the development and delivery of assigned capital works, minor new works and some specific maintenance projects to
marine assets, ensuring projects are delivered to achieve the objectives of the project.
Key duties and responsibilities
1. Provide high level strategic management advice to Senior Management and Project Managers on allocated capital works, minor
new works, for marine, roads, buildings and land servicing infrastructure projects.
2. Manage all phases of the project including planning, design, procurement and construction of assigned projects on the capital
works, minor works and specific maintenance programs.
- Lead, manage and advise a diverse group of multi-disciplined resource teams on technical and legislation/compliance matters
and standards.
4. Ensure contracts include compliance requirements for Work Health and Safety Legislation, regulations and work practices
standards and all environmental requirements and standards.
- Contribute to and/or conduct more complex investigations, investigating challenging operational and construction problems
and recommending solutions.
6. Authorise progress payments and manage unforeseen issues arising in projects after contracts have been awarded, conducting
and negotiating assessments, resolving problems involving internal and external stakeholders and disputes regarding payments,
exercising delegations for variations, extensions of time and payment processes.
Selection criteria
Essential
1. A degree in Civil Engineering or similar field and registration, or eligibility for registration with Engineers Australia.
2. Demonstrated ability in the provision of high-level professional knowledge with sound experience in civil design, construction
and maintenance techniques and practices, including roads, marine and building associated structures, transport assets, land
servicing and hydraulics and best practice environmental management, with particular reference to the Northern Territory (NT).
- Strong project management skills and experience demonstrating a high level of knowledge and expertise in contract
management, development and interpretation of design and construction tender documentation and procurement processes.
- Proven experience and leading and directing; contract and stakeholder negotiations, influencing positive outcomes, and dispute
resolution and relationship management reflecting a superior level of capability and capacity with specific and relatable
examples.
- Demonstrated ability to approach negotiations with a strong grasp of the key issues, anticipating stakeholders' expectations
and concerns, encouraging the support of relevant stakeholders and delivery of positive outcomes.
- High level written and verbal communication skills in presentations, contractual correspondence, briefings, and authority
submissions including the ability to clearly articulate complex concepts and critical issues with simplicity, while demonstrating
a high level of competence in relation to legal implications and risks that relate directly to the dispute resolution process.
- NT Drivers Licence and ability to travel to regional and remote centres.
Desirable
1. Tertiary qualification in Project Management or similar.
