Director, Health Finance Board Taskforce
About the role:
The Director, HFB Taskforce leads a small, high-performing team to oversee delivery of the suite of savings initiatives approved by Health Finance Board and Cabinet. Actual delivery of the initiatives remains the responsibility of specific DH divisions, therefore this role must operate in a highly collaborative and networked manner - influencing and overseeing the work of peers and stakeholders. The Director will need to ensure that all initiatives are managed as a cohesive and coordinated portfolio of work, rather than disconnected activities.
The role will require regular reprioritisation of activities and managing competing priorities through effective communication and risk management. Effective communication of progress, risks and issues to DH's Executive Board, to central agencies and to government is critical.
The role is a great opportunity for someone to demonstrate and build on the full set of public sector leadership skills, including collaborating and influencing across agencies, driving and reporting on performance and managing financial and reputation risk. The role will grant exposure to senior stakeholders and decision-makers, and give good view of health system priorities and issues.
About us:
At the Victorian Department of Health we want a future where Victorians are the healthiest people in the world. A Victoria where our children and people thrive, our workplaces are productive and safe, and our communities are more connected.
We see it as our job to support Victorians to stay healthy and safe. And to deliver a world-class healthcare system that ensures every single Victorian can access safe, quality care that leads to better health outcomes for all.
About you:
Can you demonstrate the following?
- Support responsible leaders - Deputy Secretaries and CEOs within DH and CEOs in health services - to scope, plan and deliver savings initiatives
- Establish processes and tools to track delivery status of savings initiatives, balancing the need for oversight with the desire to minimise compliance burden on teams
- Regularly update DH's Executive Board about the status of delivery of savings, including giving visibility of risks and barriers to achievement of savings targets
- Build trust from central agencies by delivering on promises, communicating honestly and approaching engagement with a spirit of constructive problem solving
- Direct resources toward addressing at-risk priorities, working with savings `owners' to mitigate risks and ensure success
Qualifications / Specialist Expertise
Qualifications
- A tertiary qualification in fields related to health, finance, business and/or management would be desirable.
Specialist Expertise
- A high degree of understanding and knowledge of the policy context and direction of the Victorian health system, relevant departmental systems and environments.
- Knowledge of contemporary approaches to health system demand and capacity management and response, and its role in the wider context of government policy and reform priorities.
- A sound understanding of financial management, risk management and governance in health.
What we offer:
- The opportunity to perform meaningful work, making direct contributions toward enabling Victorians to be the healthiest people in the world.
- A wide range of growth and development opportunities within the department and wider Victorian Public Service & Sector.
- A strong commitment to work-life balance, including a diverse array of flexible working arrangements.
