**Purpose of the Role**

The Organisational Capability Specialist is a key driver in developing people capability frameworks, facilitating the design and build of an organisational capability framework and alignment of existing capabilities into a whole of enterprise view. The role designs, builds, tests, and implements the organisational capability framework (including functional/technical capabilities) in coordination with the learning and development centre of excellence and in consultation with stakeholders.

**Accountabilities and Deliverables**

Capability Frameworks and Competency Library
- Facilitate discussions with groups or stakeholders to understand objectives and needs for consideration when building frameworks.
- Deliver end-to-end enterprise-wide capability framework/competencies library involving design, build, test, and implementation aligned to the job family framework objectives.
- Integrate required changes to current capability frameworks that have been adopted by various groups in their own areas.
- Provide comprehensive feedback and explanation where the agreed approach is different from stakeholder expectations.
- Contribute to the planning and adoption of capability frameworks in enabling the employee lifecycle, working with policy and process owners e.g., how capability frameworks can be used in recruitment, onboarding, performance, learning etc.
- Design templates or blueprint for role profiles and career pathways based on capability framework.
- Maintain a wide network leveraging latest thinking and best practices on capability.
- Determine methods for maintaining and governing capability frameworks, including identifying accountabilities.

Project Delivery
- Conduct project planning for capability framework development.
- Monitor own progress to meet project milestones and deliverables.
- Manage risks, issues, actions, and decisions related to capability frameworks.

Stakeholder Engagement
- Collaborate extensively with internal stakeholders to shape and lead discussions on capability frameworks (as far as it relates to the People Experience Program scope)
- Lead the awareness, education, and socialisation of developed capability frameworks to broader business.
- Facilitate specific training to individuals and/or small groups on capability frameworks / enterprise competency library.

Working relationships (internal and external)
- Stakeholder and user groups that are central and impacted by the project/s, considering upstream and downstream impact.
- People and Culture group

**Key challenges**
- The job family framework is part of a wider People Experience Program and requires understanding and operating within a larger context and a cross-functional working group.
- Working collaboratively and gaining confidence of stakeholders as a capability frameworks SME will contribute to the success of the role.
- The role requires high expertise in developing an organisational capability framework that meets the needs of the program and provides value to stakeholders and users.

**Qualifications, licences, and certifications**
- Relevant degree qualifications in Human Resources, Organisational Development (OD), Learning and Development or related degree.

**Experience and skills**
- Significant professional experience in a corporate organisation developing capability frameworks or an enterprise competency library and integrating externally developed functional capability frameworks (e.g., SFIA, Engineers Australia). Ideally this includes experience in a similar industry.
- Experience aligning capability requirements with industrial instruments (e.g., Enterprise Bargaining Agreement).
- Highly developed influencing, coaching and facilitation skills working across a broad spectrum of stakeholders.
- Excellent relationship skills demonstrated experience in management of expectations and agreed objectives.
- Preparedness to challenge self, others, and status quo.
- Self-starter, with the ability to operate independently as required.
- Excellent project management skills.
- Strong results focus, with highly disciplined approach to driving outcomes across a team.
