Melbourne, Australia Department of Transport and Planning Full time

Location: Melbourne | Parkville

Job type: Full Time - Fixed Term

Organisation: Department of Transport and Planning

**Salary**: $182,813 - $248,629

Occupation: Executive Management

Reference: 4373

**About the Role**

**This is a fixed term STS role through till December 2025**

The Next Generation Tram (NGT) project is set to significantly upgrade Melbourne’s tram network, with 100 new trams expected to begin operation in 2025. These trams will be maintained at the new Maidstone Tram Maintenance Facility, also scheduled for completion in 2025. The supply and maintenance of these trams will be managed under a separate Tram Maintenance Agreement (SMA) by an external tram maintainer. The Associate Director, Major Projects Readiness and Integration (Tram), will play a pivotal role in ensuring the successful integration of the NGTs and the new facility into the existing tram network, working closely with key internal and external stakeholders, including the Franchisee and the tram maintainer.

This role is critical in securing the necessary funding, governance, systems, and processes to manage the NGT operation and maintenance during its business-as-usual phase. The Associate Director will be responsible for ensuring that all implications on the existing Franchise obligations, as well as commercial matters associated with the introduction of the NGTs, are thoroughly understood and agreed upon. This includes providing clear, authoritative, and effective advice to senior government decision-makers on complex issues within a politically sensitive environment.

Additionally, the Associate Director will oversee the impact of major projects underway by the Big Build program across Melbourne's tram network on the current Franchise Agreement, particularly concerning tram infrastructure, maintenance, and operations. The role will be integrated within both the NGT Project and Metro Tram teams, ensuring that the transition and integration processes are seamless and well-coordinated.

To provide greater insight into the role the position description can be found here.

**Position Outcomes**

The role will manage and resolve contractual, commercial, and financial matters associated with the Franchisee and NGT tram maintainer, addressing the introduction of new fleet and infrastructure with careful consideration of key contracts, such as MR5 and NGT SMA. Additionally, provide effective support and advice to project teams or agencies on contractual matters related to major tram-related projects, operating within a sensitive, complex, and high-risk environment.

**Qualifications and role specific requirements**
- Extensive stakeholder management experience
- Experience managing complex commercial and contractual matters
- Knowledge of the rail network
