**Desirable Qualifications **- A tertiary degree or demonstrated experience in
Economics, Econometrics, Computer Science, Data
Science, Statistics, Maths, Modelling, Epidemiology,
Actuarial Science, or other relevant fields.
**Desirable Experience **- Advanced skills and experience in programming
languages for data analysis (e.g.SAS, R, Python and SQL
etc.), and data visualisation tools (e.g. Tableau, Qlik,
etc.).
- Advanced knowledge and experience in time series
forecast, microsimulation models, budget estimates and
relevant costing models.

**Eligibility**
- To be eligible for employment with the Department of Health and Aged Care

**Division Responsibilities**
The Health Economics and Research Division (HERD) is responsible for ensuring the health
evaluation, innovation, and use of data to develop and implement integrated, evidence
- based health policies.
Note: HERD has a presence in multiple states and territories and offers its employees
flexible working arrangements in locations and hours.
**Branch Responsibilities**
The Health Economics and Modelling Branch is responsible for developing a strategic
economic outlook across Australia’s health system, including medium to long term
sustainability, and identifying ways to improve value from health care and identify
opportunities to minimise waste.
The branch ensures transparency over cost, quality, and performance; and identifies funding
pressures and system reform initiatives. The Branch provides robust quantitative and
qualitative analysis of economic conditions and health economics impacts. The branch
provides specialised modelling, and advice to ensure that programs and policy take into
account economic and behavioural drivers, and the national and international environment.
The Branch is responsible for modelling reliable forward estimates and costings for all major
Commonwealth health and aged care programs. In addition, the Branch ensures the
accuracy, consistency and availability of routine policy and program data used by policy
areas.
**Section Responsibilities**
**Health Economics Section**
The Health Economics Section produces economic analysis on the current state of
Australia’s health sector in relation to the rest of the economy, its current trajectory and the
relevant risks to the economic outlook from contemporary health issues. This information is
used by policy areas in their advice provided to government, to drive the efficient and
effective allocation of funding.
The Section creates research reports and dashboards that present underlying evidence for
policy recommendations to inform policy decisions as well as policy pitches for the health
system. The Section also has responsibility for reviewing Foreign Investment Review Board
requests, advising on Health critical infrastructure, and participating in working groups,
advisory committees, reference groups and forums related to Health Economics.
**Estimates, Analytics and Modelling Section**
The Estimates, Analytics and Modelling Section is responsible for providing specialised
modelling and data analytics services widely used by budget, policy, and program areas
across the entire department. As a centralised modelling and data analytics capability, the
Estimates, Analytics and Modelling Section develops and maintains Budget Forward
Estimates models on MBS, PBS, PHI, Aged Care and Hospital to support budget process, as
well as a large range of policy scenario models to support health policy development and
design. The Section also applies advanced data analytics and develops visualisations to
derive insights from administrative data to help stakeholders identify budget and policy
issues and provide advice for evidence-based decision-making.
