**Who is the National Heavy Vehicle Regulator?**
The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Strategic Intelligence Analyst
The Operations Division ensures the continued and improved effectiveness of operational processes and transactions for
customers and service users of the NHVR. The division is accountable for operational safety and compliance functions
across NHVR.
**Primary Objectives**
Undertake strategic analysis to aid in the identification of emerging issues and trends in line with the NHVR’s strategic
objectives to ensure a nationally consistent, effective and coordinated regulatory response that ensures a safe and
compliant heavy vehicle industry. The position will be contributing to the implementation of the National Regulatory
Model.
**Key Responsibilities/Accountabilities**
- Undertake strategic intelligence gathering and synthesis to generate and communicate insightful industry
analysis to support strategic decision making for current and future insights and opportunities.
- Lead the identification and analysis of emerging industry trends, insights and strategies and their medium to
long term impacts on the heavy vehicle industry and achievement of the NHVR’s objectives and priorities.
- Develop and maintain a detailed project plan and monitor the progress of project to ensure milestones and
performance indicators are met and prepare project status reports for the Executive, relevant steering
committees.
- Develop and maintain effective and collaborative internal and external relationships with regulatory partners to
improve outcomes, exchange information, clarify requirements and assist in the development of strategic
intelligence products.
- Succintly interpret and convey complex ideas to key stakeholders to support the implementation of strategic
initiatives informed by data and risk.
- Write and review complex reports, options analysis, business cases, briefing notes, submissions, sensitive
correspondence and prepare and deliver presentations in accordance with NHVR standards.
- Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
- Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.
**Skills and Capabilities**
- Demonstrated ability to develop and adhere to project plans for the delivery of a strategic work program,
manage competing priorities and meet critical deadlines for the delivery of high level strategic intelligence
products.
- Demonstrated extensive experience in leading the preparation, production, and coordination of strategic
intelligence analysis and products.
- High level research, analysis and problem solving skills and demonstrated ability to frame complex issues clearly
and precisely
