**Role**
Currently seeking a Procurement Contract Specialist can play a crucial role in ensuring effective procurement and contract management practices within the Property and Infrastructure portfolio. You will be responsible for partnering with key stakeholders to develop and implement effective procurement strategies and maintain compliance with the Victorian Government Purchasing Board (VGPB) policies and other public sector and regulatory requirements. Your efforts will be focused on mitigating risks, maintaining probity, and delivering value for money outcomes.

**Duties and Responsibilities**:

- Lead and manage end-to-end complex procurement activities for the group, including tender preparation, advertisement, evaluation, and award recommendations.
- Drive education and communication on refreshed procurement policies and processes across the organization, providing ongoing training and coaching to stakeholders involved in procurement decisions.
- Ensure effective contract management for construction works and services contracts, optimizing contractor performance and value realization.
- Establish appropriate governance and assurance practices to ensure compliance with the Project Development & Construction Management Act (PDCMA) and related regulations.
- Maintain a central repository of procurement templates and processes, compliant with all VGPB and regulatory requirements.
- Establish and maintain a forward-looking procurement schedule and strategy.

**Successful applicants will hold**:

- Proven experience managing end-to-end procurement activities, particularly in complex construction works and services contracts.
- Strong analytical capability and commercial acumen to provide authoritative reports to senior management.
- Customer-centric mentality with excellent stakeholder relationship management skills.
- Proficient verbal and written communication skills to convey reports.
- Previous experience in the not-for-profit, local government, or healthcare industries.
- Tertiary qualifications in procurement, commerce, business, or related discipline.
