The Principal Policy Advisor leads the development of system-wide policy and improvement strategies and advice across community-based health services and primary care.
The role will lead on identifying opportunities for system and sector level improvement including the design and review of operational policy and programs and their integration. The role will ensure this work is informed and designed with other portfolios through governance models such as matrix arrangements.
The role will support the team in driving continuous service improvement and integration through the implementation of the Community Health Action Plan, including the funding model review, Community Health outcomes framework, demand management framework, GPs in Community Health Services, and data improvement review.
The role will work in partnership with stakeholders to inform system improvement strategies.
Key accountabilities

- Manage and oversee the full life cycle of projects to meet departmental objectives including:
(a) Researching, preparing and executing project business cases and plans within resourcing, timeline and budget parameters.
(b) Preparing and presenting quality reports and work briefings in accordance with the department's project management processes.
(c) Evaluating tender bids and participating in liaison and negotiation associated with tender processes.
(d) Contributing to the monitoring and evaluation of projects to ensure departmental objectives are met.

- Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines.
- Provide leadership, guidance and authoritative advice to internal and external stakeholders and prepare and present detailed, comprehensive reports, ministerial briefs, cabinet and agency submissions on complex matters.
- Identify emerging issues, risk and trends impacting on the successful achievement of key business objectives and imperatives and provide high quality business intelligence and sound recommendations based on comprehensive research and investigations.
- Formulate compliance and evaluation strategies to address specific issues related to the effective provision and implementation of required outcomes.
- Pro-actively build and maintain positive relationships with key stakeholders to facilitate a partnership approach.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
- Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
- Operate within increased level of autonomy and accountability in delivering within broad strategic directions.
- Provide leadership and guidance based on advanced expertise.
- Contribute advanced expertise and knowledge to benefit strategic planning and organisation/sector-wide outcomes.
- Manage a range of projects/functions each with increased budget, staff responsibilities or strategic importance.
- Respond productively to deliver solutions and outcomes in an organisational environment complicated by scale, heterogeneity and complexity.
