The Audit and Investigations team leads the delivery of end-to-end compliance case management and water management audits with the support of a team. The role supports the Inspector-General in handling and investigating allegations, against the Basin Plan 2012 and the Water Act 2007 to support the achievement of regulatory objectives. The team does not duplicate the role of frontline audit and investigations undertaken by Basin State agencies.

**Who we are**
Inspector-General of Water Compliance The statutory position of the Inspector-General of Water Compliance (the Inspector-General) was established on 5 August 2021 via an amendment to the Water Act 2007 (the Act). The Inspector-General is an independent basin-wide integrity agency and regulator designed to hold governments, including the Australian Government and state governments, to account in meeting their obligations under the Basin Plan.

The Inspector-General of Water Compliance has both oversight powers and specific compliance powers relating to areas of water management. The Inspector-General’s oversight powers include the ability to undertake inquiries into how Commonwealth or Basin state agencies are performing their functions under the Water Act and the Basin Plan. The Inspector-General also oversights eleven intergovernmental agreements which implement various elements of the Basin Plan and may conduct audits to assess compliance with the Basin Plan and Water Resource Plans.

The Audit and Investigations team leads the delivery of end-to-end compliance case management and water management audits with the support of a team. The role supports the Inspector-General in handling and investigating allegations, against the Basin Plan 2012 and the Water Act 2007 to support the achievement of regulatory objectives. The investigations aspect of this role enforces Basin Plan compliance such as the Basin Plan Water Trading Rules and acts as an investigator of last resort in relation to water theft. The team does not duplicate the role of frontline audit and investigations undertaken by Basin State agencies.

**The Job**
We are seeking to recruit a professional and experienced investigator to join the Audit and Investigations team to undertake investigations into a range of matters including criminal, probity and administrative issues within the remit of the Inspector-General.
The duties of an APS 5 Investigator include:

- Providing support to the Inspector-General.
- Handling and investigating allegations, against the Basin Plan 2012 and the Water Act 2007.
- Plan and support the business objectives of routine investigations regarding non-compliance related offences.
- Preparing (and presenting) well written evidence-based reports in support of investigations undertaken and their outcomes.
- Undertaking research to support investigations.
- Gather, analyse and interpret evidence.
- Endorsing and encouraging ‘best practice’ record keeping in accordance with the departmental record keeping policy and information governance framework.

You will undertake work that is moderately complex to complex in nature and operate under limited direction. You will be accountable for organising your workflow and making independent decisions relating to an area of responsibility. You may be required to travel.

**What we are looking for**

**Knowledge and experience**
To be successful in this role, you will be self-motivated and demonstrate the following knowledge and experience:

- Certificate IV in Government Investigations or equivalent, or ability/willingness to obtain.
- Experience preparing high quality evidence based reports with recommendations.
- Experience working autonomously and exercising discretion.
- Knowledge of, or the ability to quickly acquire knowledge of, the Water Act 2007 and Basin Plan 2012
- Have or be willing to obtain a National Security Clearance.

Desired: hold and maintain a valid Australian motor vehicle drivers’ licence.
