About the Program Area
The People Services program area is a team within the Strategic Operations Group and is
responsible for the delivery of human resource services across the Institute. It is a small
team that delivers recruitment, payroll, personnel, and talent management, sound HR
advice and support. It also develops strategic HR programs and policies.
About the Role***
The People Services program area requires a motivated, professional, and adaptable
individual to lead our people services team as Chief People Officer. As a strategist,
consultant, and implementer, you will provide a range of high-level people activities and
project coordination services to the whole of AIATSIS.
This will include managing recruitment, personnel, talent management, learning
development processes, internal and external stakeholder engagement, day to day
management of a small team, and implementing strategies to support the achievement
of the agency’s strategic and operational human resources objectives.
As part of the Senior Leadership Team, you must proactively advocate and advance the
AIATSIS Vision, Mission, and Strategy. You will have an enterprise-wide perspective,
having a view to how the work you do impacts and connects across the whole
organisation.
This position reports to the Deputy CEO.
**Key responsibilities of the role**
- Plan, manage and lead your team to deliver strategic and operational HR advice
and activities across the organisation.
- Drive the development and implementation of best practice HR policies,
processes, and systems to support the Institute and Government initiatives and
priorities.
- Build and sustain effective relationships both internally and with external
stakeholders, including professional associations, service providers and
Government agencies.
- Contribute to shaping the strategic direction of the group and the Institute's
corporate agenda while monitoring and responding to APS-wide changes of
relevance to HR policies and practices.
- Build leadership and employee capability through identifying development
opportunities, providing mentoring and coaching and giving effective feedback.
- Oversee the preparation of complex and/or sensitive correspondence, briefs, and
documentation in a timely manner.
**Key challenges of the role**
Anticipating and addressing complex people issues and providing accurate advice on
complex HR issues and legislation, including APS processes, often within tight
timeframes, given the need to collect and assimilate information from a variety of
sources whilst maintaining confidentiality and exercising diplomacy.
**Key Relationships**
- **The CEO, Deputy CEO and other Senior Executives** - Provide expert HR advice
and contribute to decision making; identify emerging people issues/risks and their
implications and propose solutions; receive advice and report on progress of
Strategic HR Initiatives towards business objectives and future directions.
- **Direct reports** - Lead, direct, manage and support performance and development
of a small team of HR experts.
- **Stakeholders** (internal) - Liaise with, and coordinate information in relation to HR
activities with AIATSIS staff, Executive and the Senior Leadership Group; consult
and collaborate with, to define mutual interests and determine strategies to
achieve their realisation.
- **Stakeholders** (external) - Provide sound and reliable HR advice; manage
expectations, resolve, and provide solutions to HR issues; negotiate outcomes and
timeframes.
You will:
- have demonstrated experience in leading a multi-functional HR team in a
busy environment
- bring innovation and forward planning to your team and support the delivery
of both strategic and operational HR functions for the Institute
- possess strong written and oral communication ability including
demonstrated relationship management capability, well developed
negotiation skills and high-level problems solving ability
- need to be flexible and able to adapt to changing demands and pressures
- have he demonstrated ability to gain an understanding of Aboriginal and
Torres Strait Islander business within the agency and the outcomes the
agency is responsible for delivering
- have the demonstrated ability to engage with Aboriginal and Torres Strait
Islander employees in a sensitive and equitable manner
- have the demonstrated ability to Display moral courage, including speaking
out when observing inappropriate behaviour
- have the demonstrated ability to respond positively to differences and
communicate respectfully
