**About the role**
- DTP is a control agency for maritime emergencies and major public transport disruptions, as well as being a support agency for other types of emergencies. The Associate Director EM Capability, Development and Response Coordination leads a team that works across portfolio areas to enhance the transport sector’s resilience, capability and capacity to respond to major emergencies and other shocks which impact on services and community. The role will represent and support the Department in responding to emergencies to ensure DTP meets its obligations to state emergency management arrangements.
The role oversees the development and delivery of targeted training programs, and monitoring and assessment of the Resilience Improvement Cycle under Part 7a of the Emergency Management Act 2013 for Vital Critical Infrastructure and operational after-action reviews.

**Position accountabilities**
- Demonstrate strong leadership in the development and implementation of programs to enhance the transport sectors resilience, capability and capacity to respond and recover from an emergency or other shocks and events.
- Development of targeted training programs, stakeholder engagement and oversight of the operator’s compliance of Part 7A of the Emergency Management Act 2013 and continuous improvement initiatives.
- Provide advice, guidance and assess risk based on available intelligence to determine the degree or level of readiness required of DTP and advise DTP leadership as required.
- Coordination of portfolio-wide emergency arrangements, including ensuring arrangements are in place to provide ongoing timely, accurate advice, impact analysis and information sharing to the State Control Centre and DTP (including leadership) on the Department’s ability to meet their statutory responsibilities and minimise the impact to the services and community.
- Undertake the role of State Controller when required, including for Marine Pollution response, including facilitating emergency management coordination across DTP, agencies and operators.
- Build and maintain productive relationships, engagement and collaboration to develop and deliver on emergency response, resilience, capability and capacity across the transport sector.
- Work collaboratively with regions and portfolios to deliver training-based needs analysis and learnings from incidents and sectoral activities including after action reviews. Ensure stakeholders are collaborative, supported and proactively engaged in the sectors development.
- Develop staff to work with and across industry and the sector with influence; to work collaboratively and deliver against agreed program goals and objectives to enhance the transport sectors EM capability and development, ensuring staff are engaged, supported and appropriately skilled to deliver on expectations and emergency management services.
- Develop innovative and best practice policies, programs and projects to improve the Department’s capability to respond to emergencies (including developing and participating in exercises).
- Manage surge capacity and regularly report on progress against professional development pathways.
- In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.

**Qualifications and experience**

**Mandatory**
- Demonstrated experience in emergency management (mandatory)
- High level understanding of the Victorian Emergency Management Arrangements and DTP’s legislative and regulatory obligations would be well regarded. (desirable)

**Role Specfic Requirements**
- Driver’s License.
- Ordinary Hours of Work - This position will be required to undertake shift work which will include as part of a regular pattern or roster cycle Saturday, Sunday, Public Holiday, and/or afternoon/night shifts.
- May involve evening, public holiday or weekend work including occasional overnight travel.
