**Role Description**

The Commercial and Contracts Manager is required to support complex contract management and procurement outcomes within an integrated workforce (ADF, APS, Contractor and IWP). They are accountable to utilise their knowledge and experience to ensure compliance with legislative frameworks, government decision-making, and Defence’s and WASSSPO mission and policy requirements.

The Commercial and Contracts Manager supports the overall WASSPO commercial team capability with a primary focus on the JORN Enterprise commercial team. This person will deliver contractual artefacts, document reviews, and expert advice to assist other team members as directed and leading initiatives when required, including complex tasks such as Head Contract development, and the contractual ratification of JORN Enterprise reforms.

The Commercial and Contracts Manager will have considerable level of stakeholder engagement and will liaise collaboratively with all stakeholders in relation to complex or difficult issues. They will be required to identify, anticipate, and respond to stakeholders’ needs and expectations to achieve WASS SPO and Defence outcomes.

Key activities will include:

- Providing commercial support
- Actively participating in commercial meetings/issues.
- Providing Contract Management, Procurement and approval support and commercial advice.
- Reviewing and evaluating non-technical contract documents, including CDRL items, plans and contractor proposals and assistance with the administration of related systems as required.
- Drafting, reviewing, and progressing correspondence, communications, briefs, and reports as directed, including drafting and review of a range of documents for higher delegate and committee consideration.
- Developing, evaluating, and implementing Contract Change Proposals (CCP) in consultation with relevant stakeholders.
- Monitoring contractor compliance with contractual, legislative, policy and regulatory frameworks and ensure Commonwealth contact obligations are understood and adhered to.
- Identifying commercial and enterprise risks and issues, including the development of associated risk mitigation strategies.
- Interfacing with other areas to identify and manage contract interdependencies and cross contract impacts.
- Providing the commercial aspects of procurement approvals.

**Key Requirements**

Essential
- At least five years experience in the management and procurement of complex Defence Contracts either above or below the client line.
- Demonstrated ability to work collaboratively with clients and other contractors in a tightly integrated team.
- Strong communications and stakeholder engagement capabilities.

Desirable
- Knowledge of the ASDEFCON Strategic and ASDEFCON Support contract templates.
- Experience in developing, reviewing, and negotiating major contracts.
