The Service Victoria culture is dynamic and fast-paced, we're not what you'd expect from a government department. Our senior leadership team and the corporate areas (finance, procurement, budget) are close-knit and collaborative, an integral part of the organisation.We work flexibly and remotely, using GovHub workspaces across Victoria for onsite collaboration. We have a mature digital services platform of contemporary cloud-based infrastructure, technical architecture and scalable and reusable common capabilities, with real-time integration into agency legacy systems. We use a range of market-leading technology, such as AWS, Salesforce, Node.js, React, MuleSoft, Sitecore (.NET), HTML/CSS/JavaScript, and Java. From a Salesforce point of view, we use areas such as Service Cloud, Experience Cloud, OmniStudio and Public Sector Solution.
About the role
As Service Victoria grows, and moves into its operational phase, we will continue to progressively add new transactions and new functionality to existing capabilities, including digital licences, digital proof of identity, online accounts and payments with a particular focus on our mobile app.
Service Victoria is now focused on building the future organisation and the appropriate IT organisation structure and capability that will allow the implemented solutions to be maintained, supported and expanded upon on an on-going basis. You will also have a chance to work on continuously improving our service offering by bringing in structured improvements based on data analytics and insights.
We're looking for an experienced people leader with deep software development background to lead a team of cross functional specialists working on a range of projects for Service Victoria. As a Delivery Lead, you will be responsible for the overall performance of your team, work with the Product Owner to help prioritise and determine your team's roadmap and report progress against objectives.
Position Duties
- First and foremost, you're a people leader: you will have line management responsibility for a small team (typically between 4 and 6 people) of technology specialists, mostly software engineers, in a cross functional team.
- You'll enjoy mentoring and coaching, working closely with your team to identify skill gaps, establish professional development plans and conduct regular performance reviews (both formal and informal)
- You'll enjoy having positive impacts on culture, and work to build engagement and motivation within your team
- Working closely with the Product team, you'll help develop the product roadmap, prioritise deliverables and contribute to effort estimations to help plan the delivery schedule
- Contribute to release planning for your team's projects
- As part of the wider engineering leadership group, you'll represent your team, keeping the group up to date with your team's progress towards quarterly objectives, identify and manage risks and help remove blockers for other teams
- With a deep technical background, you'll provide expert advice and thought leadership on technical design, implementation and architecture choices, ensuring they align to Service Victoria standards and strategies
- Contributes to the team's deliverables in a hands-on way by writing and reviewing code, contributing to design and architecture, writing and editing documentation and helping respond to unplanned incidents and outages
Key Selection Criteria
- Demonstrated experiencing leading, mentoring and coaching a team of technical specialists, directly or indirectly, and embedding a culture of continuous improvement
- Practical experience of agile software delivery methodologies
- A successful history of working within software engineering focusing on mobile technology, ideally with Android and iOS.
- A passion for keeping up to date with the ever-changing world of software development, including both technical and non-technical advancements
- Excellent analytical and problem-solving skills
- Great communication, influencing and coaching skills with the ability to explain complex ideas and solve problems
- A well-developed sense of empathy for your customers, both internal and external
Desired Qualifications
- Industry based accreditation such as ITIL or SAFe is highly desirable.
